Mandatory/Forced Covid-19 Vaccinations

"Your request has been handled under the Freedom of Information Act (FOIA).

I can confirm that DHSC holds information relevant to your request.

However, we consider that this information is exempt under Section 35(1)(a) of the FOIA, which
provides protection for the information that relates to the formulation or development of
Government policy. Section 35 is a qualified exemption and requires consideration of the public
interest test.

DHSC recognises the general public interest in making this information available for the sake of
greater transparency and openness.

However, DHSC takes the view that the Section 35 exemption is intended to ensure that the
possibility of public exposure does not deter from full, candid and proper deliberation of policy
formulation and development, including the exploration of all options.

Civil servants and subject experts need to be able to engage in the free and frank discussion of all
the policy options internally, to expose their merits and demerits and their possible implications as
appropriate. Their candour in doing so will be affected by their assessment of whether the content
of such discussion will be disclosed. Premature disclosure of information protected under Section
35 could prejudice good working relationships and the neutrality of civil servants.

Given that we are now beyond the covid "incident", I feel there should now be no issue with you releasing documentation to me.

I want to establish if there were plans/considerations to enforce or mandate covid-19 vaccination on people. You gave me an alternative reason of cost for refusing my Freedom of Information request the last time too so I would like you to release as much information to me as reasonably possible within the cost limit if there is a huge amount to show planning and discussions around enforced/mandatory covid-19 vaccination.

For clarity I'm taking about enforcing and mandating beyond what went on with care home and NHS staff as that is already on public record and in the public domain what went on there. I'm looking for information on mandates and enforcement going further beyond that to the general public etc.

If you need any further clarity or need to work with me to refine this request, please let me know.

I note your reason for declining my freedom of information request.

I also note your comment "DHSC holds information relevant to your request."

Whilst not an absolute guarantee, I am inclined to suspect this means forced and/or mandated vaccines further than the care industry were planned.

In order to make some progress on this could I ask in the interest of public transparency that you answer the below question with a yes or no. I don't believe doing so would exceed the cost limit:

Were there plans to force vaccinate the general public or to mandate vaccines on the public for taking part in day to day life such as going to work, going shopping etc?
