In accordance with the requirements of the FOIA 2000 can you please
provide information/answers to the following questions:

1. Could you please provide a list of names and contact details for
the Council Officers that are responsible for managing the repair
and maintenance of water-mains and sewers on/within all council
properties/premises.

2. Does the council have a contractor(s) in place to deliver your
statutory duties with respect to the below activities:

Mitigating water loss from mains on/within all council
property/premises, including offices, housing, depots etc. The
Water Authorities undergo leakage detection exercises and have
powers to insist leaks are repaired without delay.
Preventing Pollution of groundwater from poorly maintained and
leaking sewers on council land. Recent laws place the burden for
any pollution event upon the polluter (polluter pays)
Maintaining appropriate levels of water quality within private
mains networks at council owned premises, such as housing stock
areas, office premises etc. Legislation places various obligations
on network owners for maintaining the quality of water on their
premises and to get the appropriate approvals before
up-grading/maintenance works are carried out.

3. Can you please provide the name and address of the contractor(s)
currently undertaking the work activities listed in point 2 above?

4. Can you please confirm the nature of the contract that you have
with these contractors and when the contract(s) is/are due to be
renewed?

I am writing in response to your request for information under the terms
of the Freedom of Information Act 2000, Ref No FOI/10/280.

1. Could you please provide a list of names and contact details for the
Council Officers that are responsible for managing the repair and
maintenance of water-mains and sewers on/within all council
properties/premises.

The Council has entered into a contract with Liberata UK Limited, 17-23
Gillibrand Street, Chorley, Lancashire, PR7 2EJ to take responsibility for
the repair, maintenance and service of water mains and sewers located
within the Council's occupied buildings. I would clarify the following
points:

o The ownership of the council housing portfolio has now been
transferred to Chorley Community Housing, who are an independent
Registered Social Landlord.
o Responsibility for the Leisure Centre's within the Borough is now part
of the partnership arrangement between Chorley Council and Active
Nation.

2. Does the council have a contractor(s) in place to deliver your
statutory duties with respect to the below activities:

For Council occupied buildings Liberata UK Limited have responsibility and
they engage appropriately qualified contractors.

3. Can you please provide the name and address of the contractor(s)
currently undertaking the work activities listed in point 2 above?

The responsibility for the procuring and allocation of the services
identified in question 2 is with Liberata UK Ltd. Liberata UK Ltd follow
it's own procedure for contractor approval which involves completion of a
Pre-Qualification questionnaire, approval to the companies own terms and
conditions and submission of appropriate and acceptable trade and finance
references.

4. Can you please confirm the nature of the contract that you have with
these contractors and when the contract(s) is/are due to be renewed?

Current suppliers are engaged by Liberata UK Ltd based on quality of
service and competitive cost. Contracts are periodic only, with no fixed
renewal dates.
