Management of Corporate Property and Asset Information

We're waiting for Samuel Perryman to read recent responses and update the status.

Dear Cardiff University,

I would be most grateful if you would provide me, under the Freedom of Information Act, the following information regarding your operations.

1 - Has your organisation acquired any Internet of Things (IoT) devices in the last 36 months?
2 - What was the budget allocated for these projects?
3 - What did these projects encompass?
4 - Does your organisation have an energy/metering monitoring platform?
5 - If so, which one is it, and what is the annual cost of this platform?
6 - Is there any form of analytics software within your estate's portfolio?
7 - Do your buildings incorporate Building Management Systems (BMS) or Building Energy Management Systems (BEMS)?
8 - If so, which manufacturer's software do you utilise for these systems?
9 - Additionally, what is the manufacturer of the hardware used for these systems?
10 - How much is expended on the annual maintenance of these systems?
11 - Who bears responsibility for the upkeep and maintenance of the BMS?
12 - Has your organisation appointed a nominated energy manager?
13 - Does your organisation have a plan in place to achieve carbon net-zero emissions?
14 - If such a plan exists, could you kindly provide access to the details of this plan?
15 - Are there any strategies or plans in progress to decarbonise heating systems within your estate?
16 - If so, may I request information on these heat decarbonisation plans?
17 - Has your organisation received any public funding to support the decarbonisation efforts within your estate?
18 - If funding has been received, please specify the funding source and the amount received.

I am writing in response to your Freedom of Information request dated 14
December 2023

 

For ease of reference, I have reproduced your questions below and set out
our corresponding responses.

 

I would be most grateful if you would provide me, under the Freedom of
Information Act, the following information regarding your operations.

 

1 - Has your organisation acquired any Internet of Things (IoT) devices in
the last 36 months?

3 - What did these projects encompass?

For questions 1-3, no IoT devices have been purchased by the central
University IT department. However individual schools may have procured IoT
devices, therefore the information you have requested may be held at
school level and is not routinely collated centrally.  As there are 24
Academic Schools it would take considerably more than 18 hours to collate
the information you require.  The University is not obliged to spend more
than 18 hours (as set by the Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004) collating such information
and accordingly the exemption provided by section 12(2) of the Freedom of
Information Act 2000 will apply.

4 - Does your organisation have an energy/metering monitoring platform?

Yes, for our fiscal meters, we are working on one for sub meters

5 - If so, which one is it, and what is the annual cost of this platform?

Stark – it is provided free of charge as they are our fiscal data
collector/aggregator.

6 - Is there any form of analytics software within your estate's
portfolio?

No

7 - Do your buildings incorporate Building Management Systems (BMS) or
Building Energy Management Systems (BEMS)?

Yes

8 - If so, which manufacturer's software do you utilise for these systems?

This is being drafted and will be published next year

14 - If such a plan exists, could you kindly provide access to the details
of this plan?

It is not currently available.

15 - Are there any strategies or plans in progress to decarbonise heating
systems within your estate?

This is included within the plan as answered in point 13.

16 - If so, may I request information on these heat decarbonisation plans?

It is not currently available.

17 - Has your organisation received any public funding to support the
decarbonisation efforts within your estate?

A Salix loan application has been submitted.  We are awaiting the outcome

18 - If funding has been received, please specify the funding source and
the amount received.

Salix – we are awaiting the outcome, so no value has yet been received.
