I would be most grateful if you would provide me, under the Freedom of Information Act, the following information regarding your facilities management approach:
• How are facilities management services (hard FM, soft FM or TFM) handled across your estates? This refers to;
- HARD FM - refers to physical structural maintenance services eg HVAC, plumbing, mechanical & electrical maintenance contracts
- SOFT FM - people managed services eg security, cleaning, waste management contracts
- TFM - all the above included as a total contract - Total facilities management
- If any services are outsourced, which services and to which suppliers?
- What are the start dates and durations of these contracts, including the end date, and which services are included in each?
- What are the values of the contracts?
- Is there an extension clause in the contract(s) and if so, what is the duration of the extension?
- Has a decision been made yet on whether the contract(s) are being either extended or renewed?

Dear Gina,
Further to your request on 21 June under the Freedom of Information Act 2000 for information on how we manage our facilities contracts, I am attaching a spreadsheet outlining the contracts that we tender for the management of our hard and soft facilities.
We have decided that exemption S43(2) of the Freedom of Information Act 2000 (information whose disclosure would or would be likely to prejudice the commercial interests of any legal person) is applicable and we are withholding the contractor names on that basis.
When applying this exemption we must consider the public interest, and below are the arguments for and against full disclosure.
Argument in favour of full disclosure:
+8Kc- public authorities should be open and transparent and accountable for decisions made to help foster trust.
Argument in favour of withholding:
+8Kc- the information requested is exploitable in a commercial market
+8Kc- its disclosure could prejudice the company+IBk-s ability to quote competitively in the future
We therefore, consider that on balance the public interest lies in withholding the information.
