Management of Corporate Estates and Maintenance
Dear Manchester Metropolitan University,
I would be most grateful if you would provide me, under the Freedom of Information Act, the following information regarding your facilities management approach:
• How are facilities management services (hard FM, soft FM or TFM) handled across your estates?
- If any services are outsourced, which services and to which suppliers?
- What are the start dates and durations of these contracts, including the end date, and which services are included in each?
- What are the values of the contracts?
- Is there an extension clause in the contract(s) and if so, what is the duration of the extension?
- Has a decision been made yet on whether the contract(s) are being either extended or renewed?
- What is the job title of the senior officer (outside of procurement) responsible for the contract(s)?
• Do you utilise any outsourced helpdesk or FM integrator services? If so, with which supplier(s)?
• Which software solution(s) are used to manage your corporate property/assets including facilities management (CAFM)?
Yours faithfully,
Gina George

Dear Gina,
FOI ref: FOI-00661
Further to your email below, I can now respond to your request dated
22/05/24.
Your request has been considered under the Freedom of Information Act
2000. Please note that FOI requests made for commercial purposes (e.g.,
for the purpose of selling goods or services, or to gain competitive
advantage over prospective suppliers) rather than for public interest
purposes are deemed to be vexatious under the Freedom of Information Act.
The Courts have ruled that improper use of FOI (such as no public
interest) is a valid consideration to make when determining if a request
is exempt under Section 14 (vexatious or repeated requests) of the Act,
which relates to vexatious requests. The use of FOI to gain a commercial
advantage or opportunity over another can be included within the
definition of vexatious, as it is improper use of the Act, of little if
any benefit to the wider public. ICO guidance sets out that: “The public
interest here means the public good, not what is of interest to the
public, and not the private interests of the requester.”
