Please can you assist me through the Freedom of Information in providing the following information:
1. Please state the number of employees and number of offices within your organization.
2. Please state the number of printers currently within the organization, including MFD´s & photocopiers.
3. Please state the number of devices that are A3 compatible.
4. What percentage of your fleet is printed in colour vs mono?
5. In terms of usage, what is your monthly page volume?
6. How many users on average per printer?
7. Please state the number of large format devices and your current model.
8. Who are the main manufacturers for the printers (hardware)?
9. Who are the main supplier(s) of print consumables (Toner, spares, etc)?
10. Who is your preferred channel partner, if any?
11. What is the approximate spend on printers and consumables during the last year?
12. What are the start and end dates for the managed print contract in your organization (if applicable to the MFD´s)?
13. Which procurement route or framework was used to procure this service?
14. The named person and their role in your organization is in charge of the procurement for printing and any managed print contracts.

We refer to your email received 3 May 2018 which contained a request for
information as set out in italics below.  Following consideration of your
request, in accordance with the Freedom of Information Act 2000, I respond
to each point as follows:

 

1. Please state the number of employees and number of offices within your
organization.

 

6,000 and 4 core offices

 

2. Please state the number of printers currently within the organization,
including MFD´s & photocopiers.

 

71 MFDs and 50 printers in small external sites

 

3. Please state the number of devices that are A3 compatible.

 

52 MFDs

 

4. What percentage of your fleet is printed in colour vs mono?

 

Only have figures for the fleet MFDs where 82% is mono and 18% is colour

 

5. In terms of usage, what is your monthly page volume?

 

Again only have figures for Fleet MFDs where average monthly volume is
513,374

 

6. How many users on average per printer?

 

In core buildings 40

 

7. Please state the number of large format devices and your current model.

 

2 large format devices - OCE CW300 and HP Designjet T7100

 

8. Who are the main manufacturers for the printers (hardware)?

 

Canon for MFDs and HP for printers, Epson for ticket printers

 

9. Who are the main supplier(s) of print consumables (Toner, spares, etc)?

 

Canon for MFDs and UK Laser Supplies for printers

 

10. Who is your preferred channel partner, if any?

 

Canon for MFDs. No preference for printers

 

11. What is the approximate spend on printers and consumables during the
last year?

 

£189,000 on MFD’s and £16,670 with UK Laser Supplies on printer
consumables

 

12. What are the start and end dates for the managed print contract in
your organization (if applicable to the MFD´s)?

 

January 2015 – January 2018 extended to January 2020

 

13. Which procurement route or framework was used to procure this service?

 

CCS RM1599

 

14. The named person and their role in your organization is in charge of
the procurement for printing and any managed print contracts.

 

The procurement of printing and any managed print contracts is the
responsibility of the Council’s ICT Department.  Whilst we can confirm
that we hold the information requested, we consider this information is
exempt under Section 40 (2) of the Freedom of Information Act 2000 which
states that:

 

(2) Any information to which a request for information relates is also
exempt information if –

 

(a) it constitutes personal data which do not fall within subsection (1),
and

 

(b) either the first or second condition below is satisfied

 

(3) The first condition is-

 

(a) in a case where the information falls within any of the paragraphs (a)
to (d) of the definition of ‘data’ in section 1(1) of the Data Protection
Act 1998, that the disclosure of the information to a member of the public
otherwise than under this Act would contravene-

 

(i) any of the data protection principles

 

Section 1(1) of the Data Protection Act 1998 states that-

 

Personal data means data which relate to a living individual who can be
identified –

 

(a) from those data, or

 

(b) from those data and other information which is in the possession of,
or is likely to come into the possession of, the data controller,

 

and includes any expression of opinion about the individual and any
indication of the intentions of the data controller or any other person in
respect of the individual.

 

Under Section 40 of the Freedom of Information Act, the information
requested is subject to an absolute exemption. This exemption applies
because the information requested would constitute a disclosure of
personal data.

 

The Information Commissioner’s guidance “Access to Information about
public authorities’ employees” and “When should names be disclosed”
provide guidance on how the Authority should treat requests for
information of this nature. The Authority considers the information
requested to be absolutely exempt from disclosure by virtue of Section
40(2) of the Freedom of Information Act 2000.

 

The Authority does not consider that it would be fair in all the
circumstances to identify the individual as whilst the information relates
to them in their professional capacity, they would not reasonably expect
their details to be placed into the public domain. The Authority’s
procedure is not to disclose as a matter of routine information about
members of staff below Corporate Director level.

 

Therefore, to the extent set out above, this letter acts as a Refusal
Notice in accordance with Section 17 of the Freedom of Information Act
2000 as we have not supplied all of the information requested.

 

We are however able to advise you that the Corporate Director –
Operational & Partnership Services has management responsibility for ICT
Department.
