I refer to your correspondence to the council and your request for the

In accordance with the Freedom of Information Act (FOIA) the council are
required to search for the requested information to communicate to the
applicant whether the information they are seeking is held, or not held. 

I can confirm that searches have been conducted during which we
concentrated our efforts in a reasonable and intelligent way, based on an
understanding of where and how we manage our records.  

However, after a reasonable search, in the areas most likely to hold the
requested information, we have been unable to locate the information
sought therefore, we consider that on the balance of probabilities the
information is not held.

If you do not record this information, please provide the number of
manhole / drain covers replaced or reported missing in Jan-Dec for 2021,
2022, and 2023 (to the end of July). Please break this down by year.
