Maintenance of Technology Contracts

The request was successful.

Dear Highways England Company Limited,
Under the freedom of information act I would like to request the following information from you regarding the maintenance of technology assets:

1. Please could you provide information on the areas are covered by which Techmac/RTMC.
2. Total expenditure for each contact area over a year (Charges to Highways England).

3. Contract start and finish dates for all areas and any proposed extensions including reasons why they were extended and not re-tendered.

4. Will Highways England be adopting a new vision of taking technology maintenance in house once existing contracts come to an end? if so what are the proposals? and timescale.

5. Does Highways England have any future plans to run technology maintenance from a central hub removing the need for separate contracts.

6. Have any proposals been made to bring the NRTS contract in house once their contract ends.

7. As above are there any proposals to bring the Traffic Information Service in house?

Yours faithfully,
John Mander

FOI Advice,

1 Attachment

Dear Mr Mander

Ref: 750,577

I refer to your request for information dated 12 February 2017 and your
subsequent request for an internal review dated 11 April

Please accept my apologies for the delay in responding to your request
which was unfortunately caused by an administrative error.

Please see below (and the attachment) for the information you requested

1. Please could you provide information on the areas are covered by which
Techmac/RTMC.
See attached document

2. Total expenditure for each contact area over a year (Charges to
Highways England).
See attached document

3. Contract start and finish dates for all areas and any proposed
extensions including reasons why they were extended and not re-tendered.
See attached document

4. Will Highways England be adopting a new vision of taking technology
maintenance in house once existing contracts come to an end? if so what
are the proposals? and timescale.
Information not held

5. Does Highways England have any future plans to run technology
maintenance from a central hub removing the need for separate contracts.
Highways England are considering moving the function of identifying,
recording and prioritising technology faults into a central area but not
the roadside technology maintenance and fault fixing. The need for
separate regional maintenance contracts is therefore currently expected to
continue.

6. Have any proposals been made to bring the NRTS contract in house once
their contract ends.

Highways England have no plans to bring the NRTS contract in house. Indeed
following an OJEU notice last year, Highways England is actively procuring
a new NRTS contract via competitive tendering to start in March 2018 when
the current contract ends

7. As above are there any proposals to bring the Traffic Information
Service in house?

Our NTIS contract was awarded in 2011. After an initial mobilisation phase
NIS JV took over the NTIS service on 1st September 2011 with an initial
service duration of 7 years resulting in a contract end date of 31st
August 2018. Highways England are exercising our 3 year extension option
that will result in a contract duration of 10 years with an associated end
date of May 2021. There are no proposals to bring the National Traffic
Information Service in house. Our Options will be reviewed in advance of
May 2021.

Again, please accept my apologies for the delay in providing a response

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at:

        Information Commissioner’s Office
        Wycliffe House
        Water Lane
        Wilmslow

Yours sincerely
