Dear Requester,

FREEDOM OF INFORMATION ACT 2000 – REQUEST FOR INFORMATION (Ref : NCC-051181-21)

Thank you for your request for information relating to maintenance of street furniture including lampposts and guard rails. Your request was received on 24 June 2021, and we are dealing with it under the terms of the Freedom of Information Act 2000.

Information requests during Coronavirus (COVID-19) outbreak

We will try to respond to information requests and where possible within time frames (within 20 working days beginning the day following receipt of your request). However, the Council needs to prioritise its staff and resources on the delivery of key services, this means that some responses may be delayed. The Information Commissioner recognises this, and has given guidance on the website

www.ico.gov.uk

For your information, the Act defines a number of exemptions which may prevent release of the information you have requested. There will be an assessment and if any of the exemption categories apply then the information will not be released. You will be informed if this is the case, including your rights of appeal.

You should receive a response to your Freedom of Information Request by 23rd July 2021.

In some circumstances a fee may be payable to cover the cost of copying and postage and if that is the case we will let you know before we proceed with your request.

Dear Requester,

Further to your request below, before I am able to contact the department for the information requested, please can I clarify a date range for the information required, as the request is quite vague in nature as it stands. I am also assuming you are requesting the area/s to cover all of NCC covered areas.

Kind Regards
Alison Fetcher

Dear Alison Fletcher,

Firstly I am told that you did receive the request over 20days ago. I sent the details of the 'what dotheyknow server logs showing the request was sent to the council and received by them.

It was delivered to their servers (Notts CC appear to use Microsoft / Outlook), and I had a 250 OK response, and your server issued an internal ID of 28475633186291

This happened on May 25 at 10:21:17

My IT support has told me that they 'can't see any obvious reason your message would have tripped a spam
filter. ' I have already sent the logs to the council. Therefore, I am requesting that you investigate this failure with your IT team.

The 'whatdotheyknow' green tick system is essentially akin to a recorded delivery letter. So the council's response is the modern equivalent of denying receiving a message they signed for.

Secondly, I am requesting the information in the Newark and Sherwood District Council area. The maintenance log should be all maintenance in the last ten years.

As this request is now out of time, can you please expedite this with some urgency, please?

Yours sincerely,

Peter Harris

Alison Fletcher1, Nottinghamshire County Council

Dear Mr Harris,

I can confirm that the request for information has been sent to the relevant department for a response and I have highlighted your request for urgency.

I have also sent the below details to our ICT department for investigation. Our business support team have also carried various checks across our email systems and have been unable to identify any communications. However I trust this matter is now in hand and hope to have this to you at the earliest opportunity.

Nottinghamshire County Council takes its responsibility under the Freedom of Information Act very seriously and appreciate the matter being raised that could have an impact on both the public and NCCs ability to access and provide data.

Kind Regards
Alison Fletcher

Dear Mr Harris,

I have now received confirmation back from our ICT department- using both ours and your email, time, date and subject matter as reference material to carry out a full and complete search. We have been unable to find any communication in either any operational boxes or quarantined boxes. Having now exhausted all avenues, I can only apologise that your expectations on receipt of the data you have requested, will now be dealt with in line with the recommended timescales of the act.
However again I have asked the department to expedite if possible. Once this data is ready for release I will forward this to you without delay.

Kind Regards
Alison Fletcher

Dear Requester,

Further to your request for information relating to street furniture in
the district of Newark & Sherwood, please see below and attached. Please
accept our sincere apologies for the delay you have experienced on this
occasion.

We utilise a Highway Asset Management System (HAMS) to support the Highway
Service and this system holds records relating to activities and enquiries
for the services. The attached reports have been run from the HAMS and are
to discrete datasets relating to Street Lighting Assets, including other
electrical highway installation maintenance, and Bollard/Guardrail
maintenance. The reports contain data for the year the work was completed,
and the locality of the work broken down by Electoral Ward. Producing the
data in this form gives you a breakdown for the district rather than one
figure for each service. We have covered the multiple years as requested
but be aware that the HAMS was still fairly new in 2011, being introduced
in 2008/9 and therefore the data held, the means and scope of how and what
is recorded has developed significantly over the last decade.

We do not hold data relating to seats, litter bins and the like, but with
the Street Lighting Asset Report there are other fields for feeder pillars
and non-illuminated signs that can be displayed by changing the dropdown
menu of the pivot table under the feature type. Once again, much of the
data for these assets have been recorded and implemented over the last
decade and hence whilst the reports are a complete record of activities
recorded in HAMS, the base Asset data for these types of features has been
recorded and improved during this period.

We trust this now satisfies your request, and should you have any further
enquiries please do not hesitate to contact me directly on the details
below. In addition to this and for future reference Nottingham County
Council regularly publishes previous FOIR,s and answers on its website,
under Disclosure logs. (see link)
