Dear Department for Transport,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of the Department for Transport's handling of my FOI request 'Maidstone East-Cambridge Thameslink Service'.

I understand that the Department is seeking an exemption from disclosure on the grounds that the request relates to formulation of policy.

This is not the case:

- My request noted that the Secretary of State has already established and announced policy, ie that the Maidstone East-Cambridge service will begin running in December 2019

- To be clear, my request therefore is for information relating to implementation of that policy.

The ICO makes clear in guidance that departments should not refuse requests relating to implementation of policy.

Certainly, in this case, the Department cannot reasonably or legitimately rely on the exemption to justify a refusal of my request in its entirety.
