Magistrates / Justices of the Peace Signature
Under the FOIA please can you tell me the rules and court procedures that cover a Magistrates' signature being applied to liability orders in civil proceedings for non-payment of council tax.
Under what authority do Justices of the Peace hear civil cases in Magistrates courts and from what date have they heard civil cases and who granted them their authority to hear civil cases ?
Can you confirm that a complaint is required to be laid before a magistrates court in the first instance prior to a summons being issued by the court ?
