Dear Cheshire Constabulary/Mr Gannon

sir official Parish records for 2008 - 2013 prove Davenham and Moulton Parish Councils both paying your Force substantial annual fees to protect their Parishes. These Parish Councils confirm officers assigned to protect their Parishes also attended as "core members" of the bi-Monthly meetings of the Moulton and Davenham Safety Action Group [ M.A.D.S.A.G. ]. From other Parish records I am able to see how the same officers had a duty to attend each of the Parish Councils Monthly meetings to provide crime reports, disappointingly I note how on more than one occasion both Parish Councils were forced to complain to the Chief Constable making him aware his officers regularly failed to attend their meetings and regularly failed to submit their written reports.

Mr Gannon like your Chief Constable I believe you to be properly aware of HM Inspector of Constabularies recent report proving your own Force deliberately failing to respond to investigate and record crime. Recently you refused my Freedom of Information request asking to be provided information relating to Cheshire Police Officers with responsibility for Policing Moulton and Davenham villages, officers who are proved core members of the M.A.D.S.A.G. Committee. Mr Gannon you refused my request claiming me to be on a "Fishing Expedition", which to be perfectly honest is rather rich coming from any member of the Cheshire Force. Sir clearly you see no difference between legitimate research and a "Fishing Trip" and causing me to be unfairly refused information to which I am lawfully entitled.

Mr Gannon I remind you I am, like many other members of the public with a interest why your Force has acted so incredibly dishonestly, simply carrying out legitimate research I hope will eventually provide me reasons why members of M.A.D.S.A.G. including officers from your Force, agreed to dumb down the annual 2008 - 2012 crime figures for Davenham and Moulton. Sir in accord with my right to carry out such research kindly provide me copy of all correspondence which passed between your Force and the M.A.D.S.A.G.Committee 2005 - 2012 to include correspondence, emails, notes, memos, created by your officers who were core members of that committee.

In accordance with section 1(1) (a) of the Act, our response is as
follows:
 
I refer you to your previous request about this same subject matter to
which we responded to you on 12/09/2014, our reference FOI 5701. You
requested an internal review of our response, the results of which was
sent to you on 14/10/2014.
 
This further request is a repeat and under section 14 (2) of the Act I am
not obliged to comply with this request.
 
If I can be any further assistance in this matter, please do not hesitate
to contact me.
 
If you are not satisfied with the decision applied in this case I enclose
for your attention a copy of the Constabulary's appeal procedures.
