Committee prove your Force permitted numbers of its different officers including PCSO Kat Stock to sit as members of that Committee, please confirm the names and ranks of each officer. Please provide me copy of all M.A.D.S.A.G. related correspondence created by those officers to include all correspondence sent to and received from other Committee members and their related Agencies, all notes to include officer note book entries.

I refer to your recent request for information under the Freedom of
Information Act 2000, as set out below:
Dear Cheshire Constabulary,

In accordance with section 1(1) (a) of the Act, our response is as
follows:
I have now considered your request and I am not obliged to provide the
information as I deem the request to be vexatious in accordance with
Section 14 (1) of the Freedom of Information Act 2000.
You specifically ask for copies of all correspondence to and from
officers and members of a local parish council subcommittee, Cheshire West
and Chester Council, Weaver Vale Housing Trust and two parish councils
plus other items over a period of 8 years..
I am unable to confirm that the Cheshire Constabulary holds any of the
information you are requesting in what amounts to a fishing expedition in
pursuit of your perceived grievances. In order to ascertain whether or not
any such correspondence or other documents exist it would require a search
of various records held by different departments including, but not
exclusively, the ACPO offices, The Communities Department,, Professional
Standards, Western Area Command Team, Winsford Neighbourhood Policing
Unit, the Force Solicitors plus individual officers notebooks. In addition
the Force archives would need to be searched.
I consider that such a search would be burdensome, taking officers and
staff away from their duties and is without any serious purpose or value.
In addition considering the history of your requests and other dealings
with the Constabulary I conclude that such a request is designed to harass
and as such will not be progressed.
I would also point out to you that we have previously advised that the
Constabulary will not deal with future requests that cause any of the
effects outlined in this letter or fulfil the Information Commissioner’s
definition of vexatious. This correspondence serves as a reminder of that
notice.
If you are not satisfied with the decision applied in this case I enclose
for your attention a copy of the Constabulary's appeal procedures.

Dear Freedom of Information,
Mr Gannon you sir like your Chief Constable and the Cheshire crime and police commissioner are only to aware of my 2012 research proving M.A.D.S.A.G. working closely with Cheshire Police to massage down the crime figures for the Parishes of Davenham and Moulton. You Sir know only too well I had passed copies of my research to STEPHEN O'BRIEN Conservative MP for Eddisbury, GRAHAM EVANS Conservative MP for Weaver Vale, STEVE ROBINSON CEO Cheshire West Council, & his Councils leader Conservative Councillor MIKE JONES, STEVE JENNINGS & MARIANNE RICHARDS Directors of Weaver Vale Housing Trust Ltd, PHILIP SANDERS Clerk to both Davenham and Moulton Parish Councils, Cheshire West Conservative Councillors responsible for Davenham and Moulton GAYNOR SINAR, ELTON WATSON, HELEN WELTMAN, CARLA FYNN Northwich Guardian and John Dwyer Cheshire crime and Police Commissioner - shamefully all of these trusted servants colluded to suppress my irrefutable evidence - undeterred and no where else to go with it I passed it on to HM Inspector of Constabularies.
Mr Gannon like the rest of the Nation I am confident you are only too aware HM Inspector of Constabularies had recently made public evidence proving your Force deliberately not recording 31.1% of all crimes ranking it the Nations 3rd worse Force for recording crime falling in line behind Greater Manchester [ 31.7% ] and West Yorkshire [ 32% ].
Sir in order you are able to refuse/delay my legitimate request you claim it to be a "vexatious request", a "fishing expedition", a "burdensome" request, "designed to harass" and knowing it one which if granted will further prove your former chief constable and other trusted public figures having committed malfeasance in public office, a criminal offence so serious it carries the possibility of life in prison, and as a consequence, and in attempt to protect those dishonest public servants you put up and practice a campaign which is designed to discredit my request - your campaign further proves the dishonesty of your Force.
Sir based on my own research, and the findings of HM Inspector of Constabularies proving yours a dishonest, corrupt and untrustworthy police force, what were the chances of you dealing honestly, fairly and professionally with my request, and what chance, should I take up my right to appeal your decision, is there your force will deal honestly, fairly and professionally with my appeal - in my opinion none !
Mr Gannon it is clear my research did play its part in HM Inspector of Constabularies investigation and final report proving yours a dishonest Force so in real terms, and despite suffering bullying and contempt of those now proved corrupt pubic servants still I was able to prove beyond all reasonable doubt your former Chief Constable assisted by M.A.D.S.A.G. did unlawfully massage down the crime figures for Davenham and Moulton 2005 - 2013

I refer to your request for an internal review of the handling of your
request for information under the freedom of Information Act 2000, our
reference 5701.
The review has been carried out on our behalf by Merseyside Police and
the results are as follows:
I have completed my review.
You requested (paraphrased): copies of all correspondence to and from
officers and members of a local parish council sub-committee, Cheshire
West and Chester Council, Weaver Vale Housing Trust and two other parish
councils plus other items for the period between 2005 and 2013.
Decision
I have decided to uphold the original decision and advise you that the
request is deemed vexatious in accordance with Section 14(1) of the
Freedom of Information Act 2000.
Additionally, Iinformation is exempt under Section 12 of the Freedom of
Information Act. .
Reason for decision
As previously mentioned a search for the requested information would be
burdensome, taking officers and staff away from their duties and is
without any serious purpose or value.
Section 12 states that information need not be disclosed if the cost of
locating / retrieving that information exceeds £450, or 18 hours based on
a cost of £25 per hour. As mentioned in John Gannon’s email of 12^th
September to ascertain whether or not any such correspondence or other
documents exist would require a search of various Force records held by,
amongst others, Professional Standards, Weston Area Command Team, Winsford
Neighbourhood Policing Unit, the Force Solicitors and individual officers
notebook as well as Force archives. Clearly such a search would exceed the
18 hours limit.

so far I still await a date to be heard by the First Tier Tribunal - Administrators advised it is likely to be mid/late June 2015 - but once that date is set, I am heard, and its findings made known to me I shall publish all related information. You may be interested to know I am also appealing Cheshire West and Chester Council's decision not to provide me MADSAG Logs. The First Tier Tribunal have agreed to hear me in both matters but in separate hearings on the same day - I shall publish that outcome also.

I notice this FOI request was appealed to the ICO. The ICO ruled that no steps were to be taken. You have since appealed to the Information Tribunal which is scheduled to be heard on 10th March 2015.
Can you update us with the outcome of that appeal?
