What contractor is responsible for maintaining the road and what is the agreement that they do so?
How many potholes have been repaired and at what cost?
What is the planned resurfacing work on the whole length of smart motorway this summer and why is it not occurring sooner?

Yours faithfully,

Jones, Sian, Highways England Company Limited

Dear Kim White

Further to your request for an internal review of the in which Highways England handled your Freedom of Information Request:

M62 Potholes:

How many reports of potholes have been received for the stretch over the past 3 years?
What contractor is responsible for maintaining the road and what is the agreement that they do so?
How many potholes have been repaired and at what cost?
What is the planned resurfacing work on the whole length of smart motorway this summer and why is it not occurring sooner?

Following a review of your request it would appear section 14 of the FOIA was inappropriately applied on this occasion. I have discussed the matter with colleagues who are currently in the process of collating the information from our suppliers and I have been advised this information will be provided to you by 20 April 2018.

Please accept our apologies for the misunderstanding and the delay in providing the information.

If you are not satisfied with the outcome of this review you have the right to apply directly to the Information Commissioner for a decision. The Information Commissioner can be contacted at:

Information Commissioner’s Office
Wycliffe House
Water Lane

Dear Kim White

Following the internal review of your request dated 10 January 2018, I am
writing to confirm that we have completed our search for the information
you requested.

A copy of the information is below.

How many reports of potholes have been received for the stretch over the
past 3 years?

2329 reports

What contractor is responsible for maintaining the road and what is the
agreement that they do so?

Two service providers, Balfour Beatty Mott MacDonald and  A-one+ are
responsible for maintenance on the M62. Please see attached Maintenance
Requirement Plan (MRP) documents.

How many potholes have been repaired and at what cost?

We don’t hold this information. We investigate reports of all potholes and
any deemed to be a safety risk would be made safe within 24 hours, and a
permanent repair scheduled. The cost of repairs are included in the lump
sum amount paid to the service provider, for the provision of routine and
cyclical services to maintain the strategic road network in a safe and
serviceable condition.

What is the planned resurfacing work on the whole length of smart motorway
this summer and why is it not occurring sooner?

M60 – At present it is planned to resurface both carriageways between
junctions 12 to 18 commencing August 2018, once the narrow lane
restrictions have been removed. This is to ensure, when resurfacing the
longitudinal joints and white lining will be in the correct position.

M62 -  We are currently resurfacing between junctions 18 and 20 in the All
Lanes Running section of the scheme. We weren’t able to do it before we
opened this section to traffic because we had a lot of work to do in the
verges, and the central reservation which required the use of varioguard
to protect road-workers and users. Varioguard is a temporary protection
system which needs to be bolted onto the road surface, which causes
damage. So once we were able to complete all the works needed, we could
remove the varioguard and then re-surface, putting in the white-lines and
studs, in its permanent alignment.

If you are unhappy with the way we have handled your request you may ask
for an internal review. Our internal review process is available at:

[1]https://www.gov.uk/government/organisati...

If you require a print copy, please phone the Information Line on 0300 123
5000; or e-mail [2][Highways England request email]. You should contact me if
you wish to complain.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at:

            Wycliffe House
