Please could you let me know if there are extant planning applications or planning permissions for construction of a junction (Junction 31) on the M4 in the vicinity of Thornhill

Also is there minuted mention of such a junction in cardiff council strategic or planning meeteings since 2007.

Does Cardiff Council have existing policy on joining the Thornhill and Lisvane area to the motorway network?

Dear Mr Bradbury

Thank you for your request under the Freedom of Information Act 2000
about Junction 31 M4 Planning Permission received on 12th October 2010.

We are considering your request under the terms of the Freedom of
Information Act, you should receive the information requested within the
statutory timescale of 20 working days, unless the information is exempt
or we require additional time to consider whether disclosure is in the
public interest in accordance with section 10(3) of the Act.

Cardiff Council’s policy is to carry out the spirit and requirements of
the Freedom of Information Act in a manner which:

- recognizes the duty to inform as the essential principle underlying the
legislation;

- discloses to requesters the maximum information possible which is not
injurious to the public and private interests identified in the exemptions
in the Act and does so in the most timely and consistent manner given the
nature and scope of the request;

- ensures that fees permitted under the Act are kept to an absolute
minimum whilst safeguarding our position as a non-profit making repayment
department

The Act defines a number of exemptions which may prevent the release of
information. If any exemptions apply to your information request they will

RE: Junction 31 M4 - Planning Permisson

Thank you for your request for information concerning the above received
on 12th October 2010.

We have considered your request and enclose the following information;

1. Please could you let me know if there are extant planning applications
or planning permissions for construction of a junction (Junction 31) on
the M4 in the vicinity of Thornhill

There are no current planning applications for a new motorway interchange
in the vicinity of Thornhill / Lisvane. Planning permission was granted
by South Glamorgan County Council on the 16^th September 1991 for such an
interchange. That permission has now expired unless there was a
commencement of the development approved by that permission but I am
unaware of any.

2. Also is there minuted mention of such a junction in Cardiff Council
Strategic or Planning meetings since 2007.

No.

3. Does Cardiff Council have existing policy on joining the Thornhill
and Lisvane area to the motorway network?

A decision to formally abandon the proposed Junction 31 Thornhill M4
Motorway interchange was made in the LDP Preferred Strategy back in
October 2007. This document was approved by the Executive on 11 September
2007 and states at paragraph 6.24 (Page 51) that “Subject to
consultation on the Preferred Strategy, it is the intention to formally
abandon the Thornhill M4 Motorway Interchange and Ely Spur identified in
the approved Structure Plan and the St Mellons-Wentloog Link Road
identified in the deposited Cardiff Unitary Development Plan. “

Although there is a long standing Policy in the South Glamorgan (Cardiff
Area) Replacement Structure Plan 1991 - 2011 adopted April 1997, which is
still a current document, and which states:

MV4. LAND WILL BE PROTECTED AND PROVISION MADE FOR THE
COMPLETION OF A STRATEGIC HIGHWAY NETWORK FOR CARDIFF, INCLUDING:

III) THORNHILL M4 MOTORWAY INTERCHANGE.

the Council is a member of the South East Wales Transport Alliance (SEWTA)
which has produced a Regional Transport Plan 2010-15 for South East
Wales, which does not include a proposal for Junction 31 on the M4
motorway.
