What was the consultation process before it was introduced?

What was the analysis that suggested the M4 Bus Lane might be beneficial?

What communications have been sent by the Council to government bodies or ministers regarding this bus lane?

Dear Mr Black,

The bus lane was introduced in 1999. LBH may well have been consulted at the time but records that far back would almost certainly have been destroyed by now.

I don't believe that there has been any communication to LBH on this issue from Department for Transport /Highways Agency. What we know is what we have read in the media, EG:

"An unpopular bus lane on a busy motorway, introduced by the former Transport Secretary John Prescott in 1999, is to be scrapped, it was revealed today.
Current Transport Secretary Philip Hammond will announce on Monday that the 3.5 mile-long lane on a London-bound section of the M4 will be suspended from December 24 until the London Olympics start in July 2012.
Mr Hammond will say that, after the Olympics, he plans to scrap the lane permanently."
