This is to include a brief description of the contents of each.

In particular, list all reports by the TRL.

What before and / or after data is held to the knowledge of the Department by government departments of the effects of the M4 Bus Lane?

What was the consultation process before it was introduced?

What was the analysis that suggested the M4 Bus Lane might be beneficial?

What directions have been given by government ministers regarding this bus lane?

Dear Mr Black

Thank you for your email. For the purposes of the Freedom of Information Act and the Environmental Information Regulations, the Highways Agency and the central Department for Transport are one body. Therefore when you sent us your original request, and your follow-up, these were forwarded to the Highways Agency to respond to as this matter is within their area of responsibility.

A final response was issued to you by the Highways Agency on 8th December, and it should have been made clear that this response covered both Highways and the central Department.

I therefore apologise sincerely that this was not clarified, and that you continued to expect a separate response from the central Department. I can confirm that the response issued by the Highways Agency covers all information held by the Department for Transport as a whole.
