I’ve looked at signal 4620B which is on the M1 between junctions 35 and 34
on the southbound carriageway. At 18:59 on 21 June 2020 there was a 50mph
speed limit in place. This had been set at 18:44 due to reports of a
pedestrian in the carriageway. The signal was cleared at 19:02.

Replying "I am positive it said 60?" Isn't going to mean you are going to get another response.
Maybe asking something like
"Could I have all records of changes to the variable mandatory speed limits between J35 & J34 Southbound on the 21st June 2020 - 1830 to 1930 please"

Typically speaking, if there are reports of pedestrians in the carriageway then the first signal with show a 60, with the one directly after being a 50. It may be very true that you saw a 60, but the next one was a 50.
