Under the Freedom Of Information Act I would like the following information.

Regarding social worker Emma Payne

a) How many children has this social worker removed since she began working for Bridgend Council?

b) Of those children removed how many were aged 5 or under?

c) How many of the children removed were removed from parents who had commited a crime against the child?

d) How many of the children removed were removed risk of emotional harm.

e) How many of the children have been adopted or are awaiting adoption?

f) A copy of Lucille Campbell's employment agreement, job description, rates of pay and details of any bonuses awarded, reasons for bonuses and any bonus structure in place for this worker.

What's significant about Social Workers, Lucille Campell and Emma Payne? The internet hasn't come up with anything.

Bridgend SS won't provide you with requested information. They are more likely to tell you that decisions are made by 'teams', not individuals, and/or that it is Judges, not SS staff, who decide that Care Orders should be taken out.

Incidentally, when Birth Parents fall foul of the SS and their allies they assume that what they have encountered is recent in origen. In reality the campaign to get an independant investigation into how the SS and their allies operate began in 1979!

It wasn't until about 3 DECADES after the last children were sent abroad under the Child Migration Scheme, and hence even more decades after the Scheme began that the Child Miogration Scheme scandal came into the open. Similarly, when the Children's Home scandal eventually came into the open in the 1980s it was discovered that happenings within these Homes had been going on for decades.

I do not know why I should explain why I am exercising my right to information. The information requested for these individulas is a follow up to similar requests regarding other individuals working for this and other counties for a report. More will follow, if Bridgend do not want to release information they will tell which information is being witheld and under what section if the FOI act they are basing their decision. Do you think I should not reqest information based on your opinions when you do not even know why I am requesting it?

Proving the corruption is not my purpose that is evidenced enough.

Criminal charges can not be brought against these bodies as a whole only against individulas.

I was NOT expressing my 'opinion' but, first, expressing genuine interest in what was significant about the two Social Workers about whom you have requested information, and, second, pointing out, based on responses to my own and other people's requests for information, that the SS is well aware of the LAWS that allow it to evade answering questions.

FREEDOM OF INFORMATION REQUEST X01- 874

 

We refer to your email dated 11 June 2012 which contained a request for
information as set out in italics below.  I apologise for the delay in
responding to your request. Following consideration of your request, in
accordance with the Freedom of Information Act 2000, I respond to each
point as follows:

 

Under the Freedom Of Information Act I would like the following
information.

    

Regarding social worker Emma Payne

    

a) How many children has this social worker removed since she began
working for Bridgend Council?

Any information that we may or may not hold in relation to your request
would be exempt under Section 40 (2) of the Freedom of Information Act
2000, which exempts personal data from disclosure where disclosure would
breach one or more of the Data Protection Principles as defined in the
Data Protection Act 1998.

Section 40(5) of the Act provides that there is no duty to confirm or deny
whether we hold the information sought where even to confirm or deny would
breach the rights of the person who may be the subject of that
information.

Therefore, under Section 40(5) of the Act we neither confirm nor deny
whether any such information is held by Bridgend County Borough Council. 

f) A copy of Lucille Campbell's employment agreement, job description,
rates of pay and details of any bonuses awarded, reasons for bonuses and
any bonus structure in place for this worker.

 

Whilst we confirm that we hold the information requested, the Authority
considers that this is exempt information under Section 40 (2) of the
Freedom of Information Act 2000.  Any information to which a request for
information relates is also exempt information if-

(a)    It constitutes personal data which do not fall within sub-section
(1) and

(b)    Either the first or the second condition below is satisfied.

 

(3) The first condition is-

(a) in a case where the information falls within any of paragraphs (a) to
(d) of the definition of “data” in section 1(1) of the Data Protection Act
1998, that the disclosure of the information to a member of the public
would otherwise than under this Act would contravene-

(i) any of the data protection principles,

 

Section 1(1) of the Data Protection Act 1998 states that-

Personal data means data which relate to a living individual who can be
identified –

 

(a)  from those data, or

(b)  from those data and other information which is in the possession of,
or is likely to come into the possession of, the data controller,

 

and includes any expression of opinion about the individual and any
indication of the intentions of the data controller or any other person in
respect of the individual.

 

This part of your request is therefore exempt under section 40(2). 
Individuals who work for the Authority do not expect their employment and
salary details to be disclosed, to do so would be unfair; therefore
disclosure would breach the first data protection principle – personal
data shall be processed fairly. 

 

Under Section 40 (2) of the Freedom of Information Act, the information
requested is subject to an absolute exemption. 

 

Therefore, to the extent set out above, this letter acts as a Refusal
Notice in accordance with Section 17 of the Freedom of Information Act
2000.

 

If you are dissatisfied with the handling of the request, under the
Freedom of Information Act 2000 you have the right to request a review of
the Council’s response to your request for information.  If you wish to
