Esg Complaints, Enfield Council

Thank you for your FoI request where you requested information on all
communication between London & Quadrant , Savills, Quadrant Construction,
Enfield Councillors, Enfield Council and its employees. It is noted that
this request is not limited solely to the Cat Hill planning application
but any correspondence between the aforementioned groups / organisations.

 

Having reviewed your request, it has been brought to my attention that a
number of similar and linked requests covering the same information but
for individual years between 2000 and 2012 have been received.

 

Where a public authority receives a number of similar requests, either
from the same person or from other individuals acting in concert, we may
aggregate these under Regulation 5 of the Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004 for the purposes
of calculating the applicability of the S12 (appropriate limit) exemption
within the Freedom of Information Act 2000 (the Act). I have therefore
aggregated these requests as a single request.

From our preliminary assessment, we estimate that compliance with the
requests in aggregate would exceed the appropriate costs limit under
section 12 of the Freedom of information Act 2000. This is currently £450.

Section 12 (1)(1) does not oblige a public authority to comply with a
request for information if the authority estimates that the cost of
complying with the request would exceed the appropriate limit.

 

However, in order to  try and assist you we would suggest that you
consider narrowing the scope of your enquiry by focusing on the nature of
information held by a particular service i.e. development management,
policy or Housing.

 

It is likely there is extensive correspondence regarding L&Q’s role as a
Registered Provider of existing affordable housing within the Borough
which could involve the maintenance of individual proprieties and / or
sites. Moreover, Savills are an established Planning Consultancy who
regularly act as Agent in respect of development proposals and appraisals
who engage with the Council at various levels. As you can appreciate, it
would take some time to conduct a full review to identify all
correspondence between the Council and these organisations which could be
released under the Freedom of Information Regulations

 

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to
