Our response is as follows:

The Council would like to apologise for the delay in responding to your
request.

 

Please can I request copies of any correspondence with the ambulance, fire
or police services since March 2020 regarding 'low traffic neighbourhoods'
(LTN) schemes?

 

The Council forwarded its proposal (attached) to emergency services
(MET/LAS/LFB). A summit was held on 12/08/20 for TfL/emergency
services/council officers to discuss council proposals. The summit meeting
is one of a series of pan-London meetings between TfL, the boroughs and
emergency services. The Council has fully participated in these meetings,
whilst engaging with the emergency services at a borough and scheme level.
No minutes were taken.

Personal information has been redacted under Section 40(2) of the FOI Act.

(1) Any information to which a request for information relates is exempt
information if it constitutes personal data of which the applicant is the
data subject.

(2) Any information to which a request for information relates is also
exempt information if -

(a) it constitutes personal data which does not fall within subsection
(1), and

(b) the first, second or third condition below is satisfied.

(3) The first condition is that the disclosure of the information to a
member of the public otherwise than under this Act -

(a) would contravene any of the data protection principles, or

(b) would do so if the exemptions in section 24(1) of the Data Protection
Act 2018 (manual unstructured data held by public authorities) were
disregarded.

 

Personal information i.e. names and any further information that can
identify private individuals has been redacted under Section 40(2) of the
FOI Act.  The individuals concerned would have an expectation that their
information would not be made public.

Please also provide copies of impact assessments carried out and any
analysis conducted on LTNs possible effects on emergency service response
times.

 

No impact assessments have been carried out but emergency services/LAS
have been asked to provide data on response times and are encouraged to
respond to the consultation around the experimental traffic orders used to
trial these measures.
