Low Traffic Neighbourhood (LTN) trials Suspension

Following the Council recent decision to suspend Low Traffic Neighborhoods

I would like the following documents:
> Details of the concerns with emergency access, who raised the concerns, how they were investigated, any alternatives looked at and reasons they were dismissed to mitigate those concerns.
> All traffic counts for roads being monitored before, during and after the trial period.
> Reports into the above traffic flows, which lead to decision the scheme was not having desired outcome. What the desired outcome was versus the actual outcome.
> Any correspondence between officers and DfT and TfL concerning decision to end trial and possible impact on future funding and details of any claw back of past funding.
> The minutes of the meeting(s) at which this decision was made
> Any emails, letters, correspondence or other documents giving the reason(s) for the above decision
> Copies of the feedback from local residents and businesses that are said to have raised concerns about this (names and addresses may be redacted)
> The identity of the person(s) who ultimately had responsibility for this decision
> Whether any alternative plans to reduce traffic in this area were considered as part of the decision to drop this policy e.g. making roads one-way

I refer to your request for information received on 14/09/2020.  Please
accept our apologies for the delay.  Please see the information below in

Details of the concerns with emergency access, who raised the concerns,

Initial correspondence was via the return of a standard template on the
traffic orders.  However, more detailed correspondence and discussion took
place via a Teams meeting with the emergency services (the minutes are
still in draft form).

Strategic Planning and Transportation Overview and Scrutiny Committee and
will then be made publicly available on the Council’s website.
