Lost council income from Queens Drive businesses Exmouth

Dear East Devon District Council,

I make this request under the Freedom of Information Act and Environmental regulations.

The topic of the premature closure of businesses that exist, or had existed, in Queens Drive, Exmouth is of great interest and importance to Exmouth residents and tourists alike. So too is any action that EDDC may take that leads to a reduction in council income from rental or local taxes etc.

Two businesses have been closed by EDDC with the land which they occupied being allowed to become derelict sites . The cost to Exmouth businesses and the town, of turning these prime tourist attractions into desolate eyesores is not for EDDC to calculate but I would wish to know what income each of these premises could have been expected by EDD,C had they continued trading under their previous leases, but has been lost by their closure. Please provide full details from date of closure to say the period ending 31/9/2017.

You will recall that the monitoring officer, Henry Gordon-Lennox, has previously refused to accept a complaint against EDDC, about EDDC discussing one tenant's private financial affairs, on the basis that they were not private but already in the public domain (by virtue of EDDC and an energy provider applying to the court), so I do not expect my request to be refused on the basis of confidentiality . EDDC and its monitoring officer cannot claim that something is both in the public domain and that it is confidential!

Further, has EDDC any information as to the number of jobs lost as a result of their forced the closure of these two businesses, if so please provide full details. If not, please explain why the loss of jobs may not be of interest to EDDC.

Thank you for your request for information. You have asked about lost income from Queens Drive businesses in Exmouth.

In terms of information held, we can provide you with detail on the rent which was payable on premises formerly leased, but now repossessed, by the District Council. This information is as follows:

Site 1: £5,700 per annum -Closed 30/09/15

Site 2: £6,500 per annum - Closed 30/09/15 (note that this account was running a build-up of outstanding recharges for water and sewerage (£7,578 at time of closure))

Site 3 : £6100.00 per annum - Closed September 2016 (note zero rental charged from May 2016)

The council does not hold information about the number of people that each lessee employed.

Would it have been helpful if the response identified the businesses referred to? It isn't clear what they are referring to in calling them Site 1, Site 2 and Site 3.

As well as business rates, there is also a loss of income from the beach huts which have not been rented out this year as they are due to be demolished - at some point in the future.

Ron Metcalf. Comments noted. I thought the same about identifying the areas, though think I can work it out. The comment about arrears is unnecessary and improper, especially as it was not requested.
Point about huts noted- will try and get figures from elsewhere rather than delay further.

01.04.2017 - 01.06.2017 Charge for this period = £696.45

Site 2:
01.04.2016 – 01.11.2016 Charge for this period = £1777.49

Site 3:
01.04.2016 – 30.08.2016 Charge for this period = £1436.09 less Small Business Rate Relief = £269.28
