is the loss of income due to Landlords of Student HMOs not paying Council Tax distributed out amongst the council tax payers of Cardiff? excluding Landlords of student houses of course and are we the Council tax paying residents having our Council tax bills hiked annually due to this loss of income,

have advised us that they wouldn't have the information, therefore our
Council Tax team will provide us with a response for both queries. Which
we will then provide to you as part of FOI17513.

I am writing to request an internal review of Cardiff Council's handling of my FOI request 'Los of Council tax'.
Please advise how many HMOs in Cardiff have been registered as Student houses where Council tax isn't paid
Response: As at 28th February 2022 we have 8830 properties that are exempt from council tax on the basis that the property is occupied solely by students.
Is the loss of income due to Landlords of Student HMOs not paying Council Tax distributed out amongst the council tax payers of Cardiff? excluding Landlords of student houses of course and are we the Council tax paying residents having our Council tax bills hiked annually due to this loss of income.
I Believe That the Council are deliberately making the answer to my request as confused as it could possibly make it
The Councils Response was: Budgeted Council Tax income recognises that council tax will not be received from student properties. This position requires an explanation of the tax base which is summarised below:
· In summary, budgeted council tax is the Local Authority’s Tax Base multiplied by its Council Tax Rate for the year.
· The Tax Base is the number of chargeable dwellings in the Authority’s boundary (expressed in Band D equivalents). It is set in accordance with legislation.
· The Tax Base is based on property figures as at 31st October, adjusted to take account of new properties, demolitions, exemptions and discounts.
· One of the exemptions taken into account are student exemptions. This means that when the Council budgets for the Council Tax income it expects to receive, it recognises that income will not be received from student properties, (or from other properties that have other relevant exemptions and discounts in place).
· Council tax represents approximately 27% of the Council’s overall funding. The remaining 73% comes from general government grant. Grant allocations take into account the tax base of Local Authorities, and a lower tax base (i.e. as a result of exemptions etc) generally result in a higher grant allocation (although this is not a direct 1:1 relationship).
