Dear Barnet Borough Council,

I am writing to you under the Freedom of Information Act 2000 to request the following information in relation to Looked After Children:

• The total number of Looked After Children under your local authority care, where family members outside the United Kingdom were explored between January 2015 and December 2017 inclusive.
• The number of Looked After Children under your local authority care that were subsequently placed outside the United Kingdom between January 2015 and December 2017 inclusive.
• The number and type of placement orders used for placing Looked After Children from your local authority care with family members abroad between January 2015 and December 2017 inclusive.

Please provide the information electronically.

Research conducted by Children and Families Across Borders (CFAB) in 2018 discovered considerable discrepancies in post-placement practices of UK local authorities for children in international kinship placements. Access to this information will support CFAB’s further research into the outcomes of international kinship placements and CFAB’s campaign for clear guidance on the appropriate steps to take when placing children with families abroad.

We have processed this request under the Freedom of Information Act 2000.
 

Response

*  The total number of Looked After Children under your local authority
care, where family members outside the United Kingdom were explored
between January 2015 and December 2017 inclusive.

There is no way of answering this question as the information is held on
individual files and we would have to go through every child subject to
court proceedings and this would take too long.

 

We are therefore refusing your request under section 12 because
we estimate that compliance with your request will exceed the
"appropriate limit" under section 12.  The appropriate limit is £450 which
is equivalent to 18 hours at £25 per hour.   The per hour figure is set by
Regulations rather than actual salary paid to any officers handling
requests.  The appropriate limit includes the time it will take the
council to discover if it holds the information requested, to locate it,
extract it and collate it as well as putting it into any particular format
requested by the requester.

 

*  The number of Looked After Children under your local authority care
that were subsequently placed outside the United Kingdom between January
2015 and December 2017 inclusive.

 

We have identified 17 children between 2015-2017 that resided outside of
the UK and were supported by this LA.  It is not possible to identify any
children living outside of the UK who did not receive ongoing support from
the LA as we would need to trawl through all LAC for those years ' info
not held in a way to easily access it.

 

*  The number and type of placement orders used for placing Looked After
Children from your local authority care with family members abroad between
January 2015 and December 2017 inclusive.

 

These children were all subject to special guardianship orders.
