Looked after children 2017

The request was successful.

Dear Wakefield City Council,

Would you be able to tell me:

1. How many children became 'looked after' in your local authority in the calendar year of 2017?
2. Of the children in Q1, how many were in a group of siblings of two or more (I would like the number of children, not the number of groups)?

3. How many of the children that became 'looked after' in your local authority in 2017 were initially placed in Kinship Care/Connected Persons care?

4. How many looked after children in your local authority are currently placed following care proceedings:
a) with long term LA foster carers
b) in kinship care foster placements

5.a. How many applications to be a kinship carer did you receive in 2017 in respect of children subject to Care Proceedings?

5.b. How many of those (5.a.) applications were successful?

6. How many children in your local authority were made the subject of Special Guardianship Order following Care Proceedings in 2017?

7. How many of your local authority's current foster carers are prepared and approved to be long term foster carers of sibling groups of:
a) 2
b) 3 or more

Yours faithfully,

Christina Savage

Dear Ms Savage,

Freedom of Information Act 2000 - Request for Information

I am writing in respect of your recent enquiry for information held by the
Authority under the provisions of the Freedom of Information Act.

Please find the response to your request below.

1. How many children became 'looked after' in your local authority in the
financial year of 1 April 2016 to 31 March 2017? - 331

2. Of the children in Q1, how many were in a group of siblings of two or
more (I would like the number of children, not the number of groups)?

Under the Act (Section 12) the Authority has the right to refuse to
release the information where it is reasonably estimated that the cost of
complying with a request would exceed £450 (calculated on the basis of 18
hours @ £25 per hour).  On this occasion we have estimated (please see the
following paragraph) that the cost of determining whether we hold the
requested information and locating, retrieving and extracting it would
exceed £450.  The Authority has therefore decided to refuse this part of
your request.

Please note that the data you are asking for is not held by the Council in
a central record. In order for us to obtain the information, a manual
check would need to be made of 331 individuals’ records. We estimate that
this would take approximately 4 minutes for each record. This would
therefore take approximately 22 hours to undertake.

3. How many of the children that became 'looked after' in your local
authority in the financial year of 1 April 2016 to 31 March 2017 were
initially placed in Kinship Care/Connected Persons care? – 36.

4. How many looked after children in your local authority are currently
placed following care proceedings:

a) with long term LA foster carers –89.
b) in kinship care foster placements –71.

5.a. How many applications to be a kinship carer did you receive in the
financial year of 1 April 2016 to 31 March 2017 in respect of children
subject to Care Proceedings? - 23.

5.b. How many of those (5.a.) applications were successful (positive
viability assessment)?

13 of these applications came from positive viability assessments.

6. How many children in your local authority were made the subject of
Special Guardianship Order following Care Proceedings in the financial
year of 1 April 2016 to 31 March 2017? – 11.

7. How many of your local authority's current foster carers are prepared
and approved to be long term foster carers of sibling groups of:
a) 2
b) 3 or more

We only have 2 sets of carers with a specific approval for siblings of 2
long term. Most carers do not have specific approvals for sibling groups,
just approvals for one, two or 3 children.

If you are not satisfied with the way the Authority has handled your
request, you may ask for an internal review. Please contact me either on
the number below or in writing: Senior Information Governance Officer
Corporate Information Governance Team, County Hall, Wakefield, West
Yorkshire WF1 2QW (marked Private & Confidential) or e-mail on
[Wakefield City Council request email] and I will arrange an internal
review of your case.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at:

Information Commissioner’s Office
Wycliffe House
Water Lane
Wilmslow
