FOI, Nottinghamshire County Council

Good afternoon Ms Savage

Freedom of Information request NCC-029999-17

Thank you for your recent freedom of information request for ease I have
provided our response alongside each point raised as follows:

1. How many children became 'looked after' in your local authority in the
financial year of 1 April 2016 to 31 March 2017?

296 children became cared for has looked after children by Nottinghamshire
County Council.

2. Of the children in Q1, how many were in a group of siblings of two or
more (I would like the number of children, not the number of groups)?

Nottinghamshire County Council “NCC” do not record this information in a
reportable format to enable us to answer the question. This would require
manual checking of cases files to collate the information, which would
well exceed the time threshold to complete. We’ve estimated at least 15
minutes to review each case file, identify all siblings and identify their
LAC status and location. Based on this, we’d estimate around 75 hours work
would be required to answer this question.

This would exceed the time threshold. This is defined in the Fees and
Appropriate Limit Regulations and currently stands at 2.5 days or 18
hours. In this case we are denying the response under this FOIA
exemption;12. (1) Section 1 (1) does not oblige a public authority to
comply with a request for information if the authority estimates that the
cost of complying with the request would exceed the appropriate limit.
Within the scope of the Act Section 16 (1) we are obliged to offer advice
on how this request could be refined but given the scope of the number of
records held NCC do not feel that any refined request would fall within
the cost limit.

3. How many of the children that became 'looked after' in your local
authority in the financial year of 2016/2017 were initially placed in
Kinship Care/Connected Persons care?

NCC have interpreted this as those children being fostered by a relative
or friend (as per DfE Children Looked After definitions).

Of the 296 children in Q1, 32 children were put into a Friends and Family
placement.

4. How many looked after children in your local authority are currently
placed following care proceedings:

There are currently 804 children as at 6 March 2018 being looked after by
NCC. Of these children, the numbers in each of the categories below are as
follows:

a) with long term LA foster carers

176 children are in long term foster care (includes Notts CC foster carers
or other LA foster carers). This excludes Independent foster carers.

b) in kinship care foster placements

59 children.

5.a. How many applications to be a kinship carer did you receive in the
financial year 2016/2017 in respect of children subject to Care
Proceedings?

20 applications were received, please note that only decisions that have
gone to panel or have been approved without a panel are recorded.

5.b. How many of those (5.a.) applications were successful?

18 applications were successful.

6. How many children in your local authority were made the subject of
Special Guardianship Order “SGO” following Care Proceedings in in the
financial year of 2016/2017?

53 children were made the subject of a SGO in 2016/17.

7. How many of your local authority's current foster carers are prepared
and approved to be long term foster carers of sibling groups of:

a) 2
