Dear Buckinghamshire County Council,

Would you kindly be able to tell me:

1. How many children became 'looked after' in your local authority in the calendar year of 2017?

2. Of the children in Q1, how many were in a group of siblings of two or more (I would like the number of children, not the number of groups)?

3. How many of the children that became 'looked after' in your local authority in 2017 were initially placed in Kinship Care/Connected Persons care?

4. How many looked after children in your local authority are currently placed following care proceedings:
a) with long term LA foster carers
b) in kinship care foster placements

5.a. How many applications to be a kinship carer did you receive in 2017 in respect of children subject to Care Proceedings?
5.b. How many of those (5.a.) applications were successful?

6. How many children in your local authority were made the subject of Special Guardianship Order following Care Proceedings in 2017?

7. How many of your local authority's current foster carers are prepared and approved to be long term foster carers of sibling groups of:
a) 2
b) 3 or more

Thank you for contacting Buckinghamshire County Council.

 

Your request for information regarding Looked after Children has now been
considered and our response is as follows:

1. How many children became 'looked after' in your local authority in the
financial year of 1 April 2016 to 31 March 2017?

 

Between 1st April 2016 and 31st March 2017, 205 children became Looked
After in Buckinghamshire. This data is published as part of the Department
of Education's SSDA903 Looked after Children return which can be found by
following this link:

Please scroll down the page and select the link for "Local authority
tables: SFR50/2017". When the spreadsheet opens, please select table LAC1
for children starting to be Looked After. Buckinghamshire's data appears
in row 151 and is rounded to the nearest 5.

 

2. Of the children in Q1, how many were in a group of siblings of two or
more (I would like the number of children, not the number of groups)?

 

At Buckinghamshire County Council, we work with children and young people
on an individual basis and everything is recorded on each child's record
separately. We do not record information by family. Whilst the genogram
for each child is recorded as part of their record, we are unable to
report on sibling groups as our database does not record an identifier for
sibling groups. Hence, any identification or analysis of sibling groups is
a manual process which is prone to error due to difficulties in defining
the sibling group. We therefore do not regularly provide data in relation
to sibling groups. In this instance in particular, as there are 205
children identified in question 1, at 15 minutes to check each record,
this would take over the 18 hour time limit for Freedom of Information
requests (205 x 15 = 3075 / 60 = 51.25 hours).

 

3. How many of the children that became 'looked after' in your local
authority in the financial year of 1 April 2016 to 31 March 2017 were
initially placed in Kinship Care/Connected Persons care?

 

31 of the children who became Looked After in Buckinghamshire between 1st
April 2016 and 31st March 2017 were initially placed in Kinship Care. This
data comes from our children's social care database and is based on the
number of children whose first placement was with a relative or friend,
not including parents.

 

4. How many looked after children in your local authority are currently
placed following care proceedings:

a) With long term LA foster carers

As at 28th February 2018, we had 22 young people placed with long term
local authority foster carers. This includes both our own foster carers
and foster carers from other local authorities.
These young people have all been through care proceedings. This data has
been extracted directly from our children's social care database.

 

b) In kinship care foster placements

As at 28th February 2018, we had 49 young people placed with a relative or
friend not including parents. These young people have all been through
care proceedings. This data has been extracted directly from our
children's social care database.

5a) How many applications to be a kinship carer did you receive in the
financial year of 1 April 2016 to 31 March 2017 in respect of children
subject to Care Proceedings? In the financial year 2016-2017 we completed
309 viability assessments.

 

5b) How many of those (5.a.) applications were successful (positive
viability assessment)? 124 were positive.

 

6. How many children in your local authority were made the subject of
Special Guardianship Order following Care Proceedings in the financial
year of 1 April 2016 to 31 March 2017?

23 children in Buckinghamshire left care as they were made the subject of
Special Guardianship Orders between 1st April 2016 and 31st March 2017.
This data has been extracted directly from the children's social care
database.
