Long Term Temporary Employees
Dear Oxford City Council,
Please provide the following information for all personnel currently working for both Oxford City Council (OCC) and Oxford Direct Services (ODS) that are not on a permanent contract:
1. Job title and number of weeks each person has been working in a non-permanent capacity.
2. Provide the contract status of each person, i.e., :
(a) Fixed-term contract employees employed directly by OCC or ODS?
(b) Freelance, self-employed consultants contracted to work with OCC or ODS for a specified project?
(c) Fixed-term contract employees employed to work with OCC or ODS via agencies?
(d)Temporary employees (without a fixed contract length) employed to work with OCC or ODS via agencies?
(e) Any other type of employment arrangement?
3. Where staff are employed via an agency please provide the name of the employment agency.
4. For any person who has been working for either OCC or ODS more than 52 weeks, please provide details of work history, i.e., the different job titles each person may have held during that time.

I am writing to request an internal review of Oxford City Council's handling of my FOI request 'Long Term Temporary Employees'.
I am not happy with your response of 05 May 2023. You have presented the information in a confusing and meaningless way in an attempt to hide the facts. Please provide an explicit definition of the "Employee Roles" and "Agency Roles" used in the spreadsheet provided.
Referencing a previous FOI request, it seems you had no such qualms in invoking Section 40:

I would suggest you reconsider the original FOI request and provide information in the format requested. When you have numerous staff on temporary contracts for periods of over 346 weeks I think it is in the public interest to see where OUR money is going.

I am writing to request an internal review of Oxford City Council's handling of my FOI request 'Long Term Temporary Employees'.

1. I do not believe that the Homes for Ukraine Senior Rematching Officer has been employed for 235 weeks and that this information is incorrect.
2. If you will not provide job history / job titles, I would like you to provide just the number of different jobs each of the temporary staff may have undertaken and the number of weeks in each position. I believe that this is a legitimate request. From the information, you have provided, as an example, having an agency worker in a role for 346 weeks (almost 7 years) seems totally unjustifiable. I, therefore, think it makes sense to know if that person has been in that role continuously for 346 weeks or has been employed in other positions.

Roles where the individual has had previous roles at the council have been highlighted in bold. There are 14 staff members on Fixed Term contracts in this position, not 15 as our previous response stated. Please accept my apologies for this error.
