1) Can the council confirm their current number of Long Term Empty Domestic Properties as of the 13th May (those properties which have been empty for six months or older)
2) What work is the council currently undertaking or planning to undertake around reducing their long term empty properties in 2019?
3) During 2018 did you undertake any work around reducing your Long Term Empty Properties. If you did was this done using internal resource or a third party?
4) If yes is the answer to question three, did the council review every single long term property
5) Does the reduction of empty homes in the council area form part of your Housing strategy?
6) Does the council have a budget in place to help support the reduction of empty properties?
7) How much did the council spend on temporary accommodation during 2018?
8) Does the council offer financial support /loans to Long Term Empty property owners to help them bring properties back into use?

This request is being handled under the Freedom of Information Act 2000. 

Section 1 of the Freedom of Information Act 2000 provides two distinct but
related rights of access to information which impose corresponding duties
on public authorities. These are:

o The duty to inform the applicant whether or not information is held by
the authority and, if so,
o The duty to communicate that information to the applicant.

1)           Can the council confirm their current number of Long Term
Empty Domestic Properties as of the 13th May (those properties which have
been empty for six months or older) 603 of which 18 are Council owned

2)           What work is the council currently undertaking or planning to
undertake around reducing their long term empty properties in 2019?

o Proactively contacting owners as their properties pass the 6 months
empty point
o Encouragement to owners to return to use
o Advice on a range of issues associated with empty properties
o Problem solving
o Signposting to good trader schemes
o Signposting to renting/leasing with the Council
o Signposting to and liaison with other relevant Council services which
deal with associated problems (such as pest control)
o Provision of “empty property” letter to support claim for reduced rate
VAT
o Availability of Empty Property Grants
o Work with enforcement colleagues to address issues which are
associated with the property being unoccupied
o Threat of legal action and legal action
o For empty Council homes-redevelopment and conversion works

In future, the Council will develop use of specific enforcement powers
such as Enforced Sales, EDMOs and Compulsory Purchase Orders as
appropriate, where informal action has failed

 

3)           During 2018 did you undertake any work around reducing your
Long Term Empty Properties. Yes If you did was this done using internal
resource or a third party?   This was using internal resources- no third
parties used

4)           If yes is the answer to question three, did the council
review every single long term property The majority were reviewed

5)           Does the reduction of empty homes in the council area form
part of your Housing strategy? Yes

6)           Does the council have a budget in place to help support the
reduction of empty properties? Yes-see 8 below. Also an Empty Property
Officer is employed

7)           How much did the council spend on temporary accommodation
during 2018?  Response To follow

8)           Does the council offer financial support /loans to Long Term
Empty property owners to help them bring properties back into use? An
Empty Property Grant is available, but not a loan
