1) Can the council confirm their current number of Long Term Empty Domestic Properties as of the 13th May (those properties which have been empty for six months or older)
2) What work is the council currently undertaking or planning to undertake around reducing their long term empty properties in 2019?
3) During 2018 did you undertake any work around reducing your Long Term Empty Properties. If you did was this done using internal resource or a third party?
4) If yes is the answer to question three, did the council review every single long term property
5) Does the reduction of empty homes in the council area form part of your Housing strategy?
6) Does the council have a budget in place to help support the reduction of empty properties?
7) How much did the council spend on temporary accommodation during 2018?
8) Does the council offer financial support /loans to Long Term Empty property owners to help them bring properties back into use?

My response is as follows:

 

1.    The Council’s definition of a Long Term Empty property only includes
those properties that have been empty and unfurnished for period of more
than two years. We therefore only collate information on this basis. In
light of this, the Council had 160 properties registered as being Long
Term Empty (vacant and unfurnished more than two years) as at 31 May 2019.

 

2.    The council only investigates long term empty homes which are
significantly affecting our local community. We currently work off a list
of 50 of the longest term empty homes, which is continuously updated via
council tax records. This list is updated with information through initial
investigation to identify those empties which are not empty for obvious
reasons e.g. probate, planning permission, respite care, hospitalisation.
A procedure of communication is then followed before any more formal
action or enforcement action is taken. Only those owners who fail to
co-operate will be considered for Compulsory Purchase.

 

3.    Yes the above process was undertaken and is done using internal
resources.

 

4.    No. As stated in question 2 we do not target every empty home as we
don't have the resources, nor is it likely to be required as we know some
long term empties are not abandoned.

5.    Yes. The reduction of empty homes is included in the current Housing
Strategy under objective 3: Drive up quality of homes for all residents.

 

6.    CPO budget in 2019/20 is £650k with a carry forward request of
£400k. If approved this will bring the total to £1,050k.

 

7.    The Net spend on Temporary Accommodation for 2018/19 financial year
was £7,980k

 

8.    There is currently no funding available.
