Long delays in seeing previously answered FOI requests

Dear Islington Borough Council,

I made the following FOI request REF No: 349587 to see around 250 previously made and answered FOI requests to Islington Council originally on 17/08/2010, seven months ago.

After chasing the FOI department 3 times I received 90 of the previously answered requests, on 28/09/2010 & 26/10/2010 and after sending another few more chase e-mails I'm still waiting on the following old requests to be made available to me, I'd appreciate it if the council could send me them soon, or tell me how many more months i have to wait.

The following requests were missing from the 100 out of the 250 the FOI request:349587 that you have given me so far @28.11.10:

Can You please send me these missing requests at your earliest convenience AND the other 150 responses that I've been asking you to send me since 17 August 2010.

I believe this exceeds the within the 20-working day statutory time period by 6 months

Is there any reason why it takes you so long to answer questions that you've previously already answered?

Isn't it just a question of dragging and dropping your previous FOI replies into a letter to me like most info retrieval systems?

If it isn't that easy, why isn't it that easy?

It would be nice if you could make old FOI requests available on the council site as a matter of course to prevent these delays happening and wasting staff time asking for info that's been previously answered and should be freely available.

Dear Mt Cosh,

I would suggest that you contact the Information Commissioner.

I suggest that you make a separate request for information about Islington performance statistics in meeting the legal obligation for their processing of FOI requests.

You should request how many FOI requests have been fully addressed within the time scale set out in legislation, and for each FOI request not disclosed within the required time scale, the number of days the local authority delayed their legal obligation to comply with the FOI law.

Also ask the local authority to disclose performance statistics breakdown of the most recent 100 FOI requests disclosing compliance and non-compliance (and number of days) vis a vis the time limits set out for FOI disclosures, as well as for concluding internal reviews.

RESPONSE:

Please accept my sincere apologies that you were not sent all the
responses when you originally requested them.

I have been able to find all but two responses that were contained in
the list that you provided, there is correspondence stating that a
response was sent but not an actual copy of the response. I have emailed
the relevant service areas to see if they have copies and will update
you when I hear back. The responses missing are:

I am waiting for some documents to have requestor details redacted and
will send these on as soon as it is done. The following are being

I have copies of all other responses. Due to the large number of files
and the restrictions on our servers I will be sending 5 emails through
with the requested responses enclosed in zip files. Please let me know
if you are unable to access any of them.

With regards to your other questions I will respond to these in turn:

Response:
I am not able to offer an explanation as to why you were not sent all
the responses at the time as the case file has no further correspondence
following the two emails sent to you.

Response:
We are currently using a database and Outlook as our records management
system and before sending you the responses we must remove personal
email address which of course takes some time. To get the responses you
requested involved reviewing all the case files which was a manual
process. We are reviewing our records management system with a view to
streamlining processes in the future.

Response:
As stated above, we need to redact any personal information relating to
the requestor of each response and this process needs to be done
manually. We are looking at alternative records management systems which
will hopefully make this process more manageable in the future.
