Allow me to clarify. I would like data (in a geographic format e.g. KML or ESRI shapefile) for the geographic locations of all London Underground Tube stations AND tracks.

I do not want schematic maps, which are what can be found on the Network Rail website (http://www.nationalrail.co.uk/stations_d...). I am looking for the real-world locations of tracks and stations.

essentially be the source data used to create the 'London Connections

A response was issued to you on 29 June 2016 and stated that the
information requested was based on ordnance survey maps that could be
accessed online. As the information is already accessible elsewhere it was
withheld under section 21 of the FOI Act.

 

The Panel have reviewed the handling of your original request. The panel
have concluded that the exemption was incorrectly applied as whilst
Ordnance Survey (OS) maps are available online:
[1]https://osmaps.ordnancesurvey.co.uk/, we do not hold the information
you have requested.

 

The ‘London Connections’ map is produced by one of our cartographic
agencies. As it is non-geographic, it is doubtful that they would have any
need to consult GIS shape files. These would only be of use in the
production of a geographically accurate product. If the agency did for any
reason have recourse to use GIS files or OS-derived data in this or any
other product, the data would be paid for by the agency in question and it
would be their property. They would then incorporate any required data
into our products along with the products of their other clients outside
TfL. As such, we do not hold any source files for these routes.

 

TfL have a license to use OS data under the public sector mapping
agreement but this does not extend to providing the data to the public
free of charge to the general public. We are under no obligation to
provide source files as long as we make the final product freely
available.

'London Connections map'’, as stated in our response this map is produced
by one of our cartographic agencies. If the agency did for any reason have
recourse to use GIS files or OS-derived data in this or any other product,
the data would be paid for by the agency in question and it would be their
property. They would then incorporate any required data into our products
along with the products of their other clients outside TfL. As such, we do
not hold any source files for these routes.

 

As previously stated, we have a license to use Ordnance Survey data under
the public sector mapping agreement but this does not extend to providing
the data to the public free of charge to the general public. However there
is information on the locations, including co-ordinates, of our stations

Your initial request for information asked for the source data in a 
geographic format (e.g. ESRI shapefile) for all London Underground 
stations, platforms, lines and tracks that form the London Underground, 
London Overground, Docklands Light Railway and National Rail services 
where applicable, which is currently accurate and up to date. This would 
essentially be the source data used to create the 'London Connections 
map'.

 

 

 

A response was issued to you on 29 June 2016 and stated that the 
information requested was based on ordnance survey maps that could be 
accessed online. As the information is already accessible elsewhere it
was  withheld under section 21 of the FOI Act.

 

 

 

The Panel have reviewed the handling of your original request. The panel 
have concluded that the exemption was incorrectly applied as whilst 
Ordnance Survey (OS) maps are available online:

you have requested.

 

 

 

The ‘London Connections’ map is produced by one of our cartographic 
agencies. As it is non-geographic, it is doubtful that they would have
any  need to consult GIS shape files. These would only be of use in the 
production of a geographically accurate product. If the agency did for
any  reason have recourse to use GIS files or OS-derived data in this or
any  other product, the data would be paid for by the agency in question
and it  would be their property. They would then incorporate any required
data  into our products along with the products of their other clients
outside  TfL. As such, we do not hold any source files for these routes.

 

 

 

TfL have a license to use OS data under the public sector mapping 
agreement but this does not extend to providing the data to the public 
free of charge to the general public. We are under no obligation to 
provide source files as long as we make the final product freely 
available.

Dear FOI,

My original request asked for data in a geographic format that "would essentially be the source data used to create the 'London Connections map'.". I was using the 'London Connections map' purely as an example of the kind of data I was hoping. It did not have to be the exact data used to make that map. However, this is a 'Geographically accurate representation of London Tube and rail lines', as stated in the properties of the PDF itself. But, if you are saying that map was created not by TFL, but by a third party, and you cannot provide that data, then we'll forget about that one.

You did not really provide an answer to the question in my previous message: Are you actually saying that Tfl do not hold information on the locations of your Underground tracks and stations? You have no mapped/GIS data, co-ordinates or anything like that?

Please provide a simple response to this question.

Thank you for your further e-mail. I can confirm that we do hold data information on the locations of our tracks and stations.

However, the information you are requesting on the location of our tracks is subject to a statutory exemption to the right of access to information, under Section 38(1)(b) of the Act. In this instance the exemption has been applied as disclosure of the information requested would be likely to adversely affect the safety and security of our employees as well as members of the general public.

Whilst we make no suggestion that you would use this information for anything other than your own personal interests, disclosure of this information to you has to be regarded as a disclosure to ‘the public at large’. This information could potentially be obtained and utilised by individuals who may wish to use this detailed level technical information to cause disruption or harm to our network. Additionally disclosure of information which could compromise security and safety preparedness of London Underground’s infrastructure, would place members of the public and staff at risk by highlighting areas on these networks that could be susceptible to being targeted.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. TfL recognises the need for openness and transparency by public authorities, but in this instance the public interest in applying the exemption, in order to minimise risks to operational resilience, safe operation of the London Underground network, the welfare of staff and members of the general public, outweighs the public interest in disclosure.

Information on the open sections is visible in the public domain through publically available mapping and well known web sites, links to some of these sites were provided in my previous correspondence. Additionally, a link has already been provided to information on the longitude and latitude of our London Underground stations.

I hope I have clarified our position regarding this data.

As previously stated, we have a license to use Ordnance Survey data under
