Thank you for your request for information, which the Greater London
Authority received on 2 December 2017. Your request is being dealt with
under the Freedom of Information Act 2000.

You requested:

Please publish the bids from all the local authorities applying to be
London Borough of Culture 2019 and 2020.

I can confirm that the GLA holds information within the scope of your
request. We have 22 bids and are in the process of consulting 22 separate
third parties and considering exemptions. We believe that some the
information you have requested falls under the exemption at section 43(2)
of the Act relating to commercial interests, which is subject to a public
interest test.

The Freedom of Information Act (ss.10(3) and 17(2)) allows public
authorities to extend the period for responding to requests under the Act
if the information requested is subject to exemptions and longer is needed
to consider the public interest. I am writing to inform you that it will
be necessary to extend the time limit to respond to your request beyond 20
working days in this case. We expect to be in a position to respond by the
end of the month, 31 January, though if we are able to make a decision
before then, we will contact you sooner.

In the meantime if you have any questions, please contact me quoting the

Dear Mayor of London,

You said in your most recent reply that "We expect to be in a position to respond by the
end of the month, 31 January". That date has passed - may I please press you for a response?

You say "We believe that some the information you have requested falls under the exemption at section 43(2)
of the Act relating to commercial interests" (sic). I understand this, and expect that commercially sensitive information will be redacted, but that the majority of each bid will be able to be published.
