Dear Mr Boodoo

I refer to your correspondence to the council and your request for the
following:

We would like to request the locations and any data held on road blocks
and modal filters installed by the Council. We are requesting the
geographical locations of these blocks and modal filters installed between
1970 and 2015, as well as the dates they were installed, the type of
filter and the materials used The data we require is: 1. Location 2. Date
implemented (year or year/month) 3. Type of block or filter: allows
pedestrians only, pedestrians & cyclists (modal filter), buses (bus gate),
emergency services only (fire gate) 4. Information on materials if
available (concrete, brick, planters etc.)

I refer to your recent enquiry in regards to scheme and traffic data from
1970 to 2015. In Leeds we only retain scheme files for between 3 to 7
years dependant on the nature of the scheme and the size of the project.
If no issues are identified post construction either from members of the
public or via the stage 4 and 5 safety audits, then the archived schemes
are destroyed.

I therefore do not have the information which you seek unfortunately.

I trust that this response is satisfactory.  If however you are
dissatisfied with this response you have a right to appeal to an
independent officer within the council. They will re-examine your request
and assess whether we have adhered to the requirements of the act. Should
you wish to follow this course of action please address your concerns in
writing to the above address.

You also have a right under Section 50 of the Freedom of Information Act
to ask the Information Commissioner to decide whether we have met with our
obligations under the act.  The Commissioner has however made it clear
that she expects all applicants to exhaust internal appeals procedures
prior to making such an application. Should you wish to contact the
Commissioner’s office then you can write to the following address:

Office of the Information Commissioner, Wycliffe House, Water Lane,
Wilmslow, Cheshire, SK9 5AF.

You may also contact the Commissioner via her website at www.ico.org.uk

I trust that this is self-explanatory.  If you have any queries please
contact me using the contact information above.

Yours sincerely

Althea Brown
