Communal Containers Report
Background
In 2012 on-street communal recycling containers were trialled across 26 roads in
the Brunswick and Adelaide ward of the city. Following the trial period, the same
households were sent questionnaires to evaluate the success of the trial. There
were 637 responses:
64% of respondents find the new service easier to use.
35% of respondents recycle more with the new service.
73% of respondents prefer the new communal recycling bins.
In February 2013, the council’s Environment and Sustainability Committee gave
permission to consult all households in the city centre communal refuse area on
proposals to introduce communal recycling. The consultation has been
concluded, the outcome of which is detailed in this report.
Headline Results
4649 responses were received to the consultation, giving a response rate of
14%.
In answer to Question 2:
Would you be willing to use the new communal
recycling bins?
80% of respondents said yes
16% of respondents said no
4% had no strong preference.
In answer to Question 3:
Do you agree with the proposed locations for the
recycling bins shown on the map?
64% of respondents said yes
30% of respondents said no
6% had no strong performance
Methodology
32,717 questionnaires were sent out to 468 roads. The questionnaires all carried
the same questions and information but the 468 roads were divided into 16 areas
and the map enclosed was tailored to each area – the maps showed the
proposed location of the siting of the bins.
The 16 areas were identified by Cityclean – which operationally were logical, but
varied in size and geography. Therefore many areas have ‘pockets’ of roads that
differ from the overall results for the area.

Two main questions were asked as to whether respondents were in favour of a
communal container scheme in their road and also whether they supported the
proposed siting of a communal container as identified on a map. Respondents
were also given space to offer unprompted comments.
