Location of recycling bins
I also wish to formally request under the freedom of information act
just what percentage of people reponded to your questionaire about the
bins in the first place. Saying that 80% of respondants were in favour
means squat if only 1% of the 32,000 households affected actually
bothered to reply!!

Please find enclosed a copy of the full report from the communal recycling consultation.
In regards to the overall consultation we had a response of 4649 representing 14.2% of those consulted. Of those that responded 80% voted for the new recycling service. The headline results are on Page 1 and the results in relation to Shirley Street are on page 23.
In relation to Shirley Street, 20.5% of the street responded and those in favour of the scheme was 62.9%. In regard to the proposed location 58.8% agreed with the proposed location.
As part of the consultation we reviewed individual comments from residents. We also held six exhibitions where residents could come and talk to us about the proposed locations and the recycling scheme in general. After the consultation and reviewing the locations we made amendments where possible to the existing plans to address any concerns that residents had, which included reducing the amount of parking loss where possible.
To implement this scheme we did have to take up some parking spaces, however this was made clear in the consultation document with the loss listed by Zone, although this has since been reduced. Where residents have still expressed concerns over the location of bins we are willing to review locations at the end of the rollout which finishes in May.
We have received a recent complaint about the use of the disabled bay you mention and we contacted the resident to ensure the bay was being used. They have outlined they require the disabled bay and they do meet the requirement for a disabled bay.
In terms of the motorcycle bays we provide these for motorcyclists in the area who cannot park in other bays. We will monitor this bay and if it is found it is not being used that we will consider the way forward. If you send us the location of the double yellow lines on Shirley Street then we can also investigate this matter.
