Location of National Lottery terminals
Dear Gambling Commission,
Under the Freedom of Information Act please provide a list of all currently active UK National Lottery retailers (terminal locations) in Excel format. If delivered as a comma-separated file (CSV), please use quotation marks around each data field to ensure proper parsing of the data.
Information about each retailer should include the following data. If a data item (column) is marked "optional", then please include the data item if it is available, but if that data item is not available please continue with the request without that specific data item. If a data item is partially available (available only for a subset of records), then please include the information on those records it is available and leave blank for the records it is not available.
• Business name
• Full street address (including any secondary location information such as suite number)
• County / District name
• City
• Postal code
• Store hours (optional)
• Retailer type - e.g., grocery store, filling station, stationary store, etc. (optional)
Please note that there is precedent for releasing lottery retailer location data in March 2015 under the ICO decision notice FS50553684, available on the following link - https://ico.org.uk/media/action-weve-tak...
Yours faithfully,
Phillip Green

Dear Sir/Madam
Thank you for your request which has been processed under the Freedom of Information Act 2000 (FOIA).
In your email you have requested ‘a list of all currently active UK National Lottery retailers (terminal locations) in Excel format’.
The FOIA provides individuals with the right to request recorded information held by public authorities such as the Gambling Commission, at the time the request is made. It does not impose any obligation on authorities to retrieve information from other organisations or to create information which was not already recorded at the time a request is made.
I can confirm that the Gambling Commission does hold a spreadsheet containing the information you have requested, however, this spreadsheet is not a list of only currently active UK National Lottery retailers.
The information we do hold includes any retailer who has submitted an application to Camelot UK Lotteries to become a retailer; they may never become an ‘active retailer’.
Based on the information we hold, we are unable to separate this information and therefore we are unable to fulfil your request as you have specified.
Kind regards
Review of the decision

If you are not content with the outcome of our review, you may then apply directly to the Information Commissioner (ICO) for a decision. Generally, the ICO cannot make a decision unless you have already exhausted the review procedure provided by the Gambling Commission. The ICO can be contacted at: The Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.

Dear Gambling Commission,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Gambling Commission's handling of my FOI request 'Location of National Lottery terminals'.
In your response to this request you state “I can confirm that the Gambling Commission does hold a spreadsheet containing the information you have requested, however, this spreadsheet is not a list of only currently active UK National Lottery retailers.
The information we do hold includes any retailer who has submitted an application to Camelot UK Lotteries to become a retailer; they may never become an ‘active retailer’.

In a subsequent request at the following link - https://www.whatdotheyknow.com/request/t...
The requestor asks for the number of licenced UK National Lottery Retailer for each year until 2020. You explain that you do hold this information and provide a number for each year.
This indicates that you are able to spit out active lottery locations v those who had just submitted an application but never became active retailers. My assumption is that licensed lottery retailers also means active.
Therefore, I would now expect you to release this information for 2021.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/l...

Dear Sir
Thank you for your email in which you have requested an internal review of
our response to your previous request under the Freedom of Information Act
2000 (FOIA).
As our response to your request was sent to you on 23 July 2021 the time
frame for requesting an appeal of this decision has now lapsed
Your original request was for ‘a list of all currently active UK National
Lottery retailers (terminal locations) in Excel format’.
The request that you have referenced refers to the total number of
licenced UK national lottery retailers for each year from 1999 to 2020. We
provided information for the financial years 2010/11– 2020/21 as
information prior to this is not held by the Gambling Commission.
The information that we held at the time that this request was made was a
‘total number’ of active retailers.
As you have requested a list of licenced UK National Lottery Retailer for
2021 this will now be processed as a new request under the FOIA.
We aim to deal with all requests promptly and in any event, no later than
20 working days in line with the statutory requirement. In this case

Dear Sir/Madam
Thank you for your request which has been processed under the Freedom of Information Act 2000 (FOIA).
In your email you have requested a list of licenced UK National Lottery Retailer for 2021.
As has been previously stated, the Gambling Commission does hold a spreadsheet containing the information you have requested, however, this spreadsheet is not a list of only currently active UK National Lottery retailers.

Based on the information we hold, we are unable to separate this information and therefore we are unable to provide a list of licenced UK National Lottery Retailers for 2021.
However, we can confirm that we receive information on the number of active National Lottery retailers in each postcode area bi-annually from Camelot. We will not have the final figures covering up to financial year 2021/22 until April 2022 when we receive the next report.
The total number of licenced UK National Lottery Retailers for 2021, as of October 2021 was 45,478

Dear Gambling Commission,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Gambling Commission's handling of my FOI request 'Location of National Lottery terminals'.
Principally, you have confirmed that you do have both an active (licensed lottery retailers from your email response https://www.whatdotheyknow.com/request/t...) and you have confirmed that another list includes the active lottery retailers and applicants that have applied to be a licensed retailer.
The number of stores quoted in this response https://www.whatdotheyknow.com/request/t... must have a list underpinning it - it is this list that i am requesting for the latest information that is possible.
I am more than happy to take this to the ICO if this is refused again.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/l...

Dear Sir/Madam
Further to your Freedom of Information request dated 23 December 2021
which we responded to on 18 January 2022, and your subsequent request for
an internal review received on 21 January 2022, we have now concluded our
review and our findings are detailed below. This internal review was
conducted by someone who was not involved in the processing of your
original request.
Your original request was for a list of all licenced UK National Lottery
Retailers for 2021. You asked for the following details for each
retailer:
• Business name
• Full street address (including any secondary location information such
as suite number)
• County / District name
• City
• Postal code
• Store hours (optional)
• Retailer type - e.g., grocery store, filling station, stationary store,
etc. (optional)
In our response we advised that the information we do hold includes any
retailer who has submitted an application to Camelot UK Lotteries to
become a retailer; they may never become an ‘active retailer’, and that
based on the information we hold, we are unable to separate this
information and therefore we are unable to provide a list of licenced UK
National Lottery Retailers for 2021.
Having reviewed the processing of your request I can confirm that we are
now able to provide you with the information that you have requested;
please see attached. Please note, this spreadsheet is a snapshot from
August 2021 when Camelot last provided us with the data.
If you are not content with the outcome of your review, you may apply
directly to the Information Commissioner (ICO) for a decision. Generally,
the ICO cannot make a decision unless you have exhausted the complaints
procedure provided by the Gambling Commission. The ICO can be contacted
at: The Information Commissioner’s Office, Wycliffe House, Water Lane,
Wilmslow, Cheshire SK9 5AF.
