Location of Fire Hydrants

The request was refused by South Wales Fire & Rescue Service.

Dear South Wales Fire Service,

Please can you supply me with a list of the locations of all the Fire Hydrants within your administrative area.

I would like to know the exact location (longitude & latitude) if known, or if that is not held I would like the nearest street address.

Please provide this data in an editable format (CSV, XLS file preferably) or as a database dump (SQL) or similar.

I understand that you are legally obliged to service and maintain these hydrants, and that your crews are given access to a list of hydrant locations.

I am writing to request an internal review of South Wales Fire Service's handling of my FOI request 'Location of Fire Hydrants'.

You mention in your reply that you have declined to supply the information requested in the interest of 'safeguarding national security.'

As you can see from a similar request made to the Derbyshire Fire and Rescue Service (https://www.whatdotheyknow.com/request/l...) that the matter was referred to the ICO and that the Derbyshire Fire and Rescue Service, after consulting with the Centre for the Protection of National Infrastructure (CPNI), released the information.

Further to your correspondence earlier this week, I have now had an
opportunity to progress your request for review. Please accept my sincere
apologies for the delay in this response, which was due to various
resource issues here.

 

I have looked into your request, and it appears that you have somehow
received an incorrect response.

 

Often, when I consider a request and believe that some exemptions exist, I
will look at response previously provided by other services/organisations
to similar requests to ensure I have considered all the possible harm and
public interest issues. If those issues are relevant I may then include
them in my own considerations.

 

In this case, whilst I reviewed other cases, I did not apply the same
exemptions (or at least not for the same reasons), and drafted a response
and allocated a team member to send it to you. Unfortunately it appears
that they have used one of the example responses, not the one I prepared.
(I am undergoing an internal investigation to establish how this has
happened).

 

With this in mind, I am actually attaching the original response. I have
briefly looked at it, and believe this still applies. I did prepare a
refusal notice – however, the reasons for this are not as explained in the
response you had.

 

If you are still not happy with this decision, I will arrange for our
legal services officer to do the review to ensure of an independent view.
(Although I understand if you would l wish to refer for a review by the
Information Commissioners Office).

 

I apologise sincerely for this error. I will ensure systems are
implemented to ensure.
