Local transport schemes funded by the Greater Lincolnshire LEP

Dear Lincolnshire County Council,

I would like to request information on the status of funding approval and on the appraisal of local transport schemes that are funded (or partly funded) by the Greater Lincolnshire Local Enterprise Partnership.

I am making this request to Lincolnshire County Council as it is given as the 'accountable body' for the LEP and the LEP Assurance Framework published in December 2014 (https://www.gov.uk/government/publicatio...) states that the accountable bodies are to be responsible for ensuring that Freedom of Information and EIR requests are dealt with for each LEP in line with relevant legislation.

For the purposes of this request, I would define a 'transport scheme' as a project that involves the provision of public or private transport infrastructure or services, including freight and passenger transport, or including the remodelling of streets or pavements for walking/cycling purposes and the provision of vehicles and facilities for vehicles of any kind.

I would like your response to include schemes that have a significant transport component even if they are not primarily for transport (e.g. one that was for a development site and an external link road should be included even if most of the funding was for the development).

For each transport scheme I would like to be provided with the following information:

Basic details
1. Name of the project
2. Type of scheme (road/rail/cycle etc, or where mixed a description of the main scheme purpose, with the type(s) of transport included named)
3. Location, including Latitude and Longitude or grid reference
4. The sponsoring/bidding organisation, to which the funding will go

Funding status
5. Current status towards funding approval within the LEP's approval process, including 'under construction' or 'completed' where appropriate
6. An indication (yes/no) of whether it appeared in the 2014 Strategic Economic Plan prepared by the LEP
7. An indication (yes/no) of whether it was first proposed through the Local Transport Body process that preceded the SEP process in 2014
8. Date of the latest funding decision or status change

Costs
9. Total capital cost estimate at the time it was first included in the SEP or the LEP plans
10. Final or current capital cost
11. Total LEP funding contribution
12. Total contribution from Local Growth Fund funding
13. Contributions from other bodies, e.g. the Department for Transport

Value for money
14. Estimate of value for money (Benefit-Cost Ratio, BCR) at the time it was first included in the SEP or the LEP plans
15. Latest estimate of value for money (BCR)
16. Expected date for full LEP or DfT funding approval
17. Expected date for start of construction
18. Expected date for completion
