6. Would it be right to say that it is the council’s preference to place older people within the borough?

7. Would it be right to say that the existing provisions are adequate for the needs of the older people within the borough?

8. In respect of older people, how many of the placements are within private provisions?

9. In respect of older people, how many of the placements are within the council’s own provisions?

What we mean by residential care home, assisted living, or supported living is the following:
Residential Care Home
Assisted Living - 24 hour supported living (small group living together with 24 hour
support)
Supported Living - Individuals living individually but in a block of apartments, where
there is support available within the block either 24 hours a day, or
during the day (but not overnight)

HOMELESS

1. Would it be right to say that it is the council’s preference to place homeless within the borough?

2. Would it be right to say that the existing provisions are adequate for the needs of the homeless within the borough?

3. In respect of the homeless, how many of the placements are within private provisions?

4. In respect of the homeless, how many of the placements are within the council’s own provisions?

We would require the most up to date statistics of homelessness in your area that fits your criteria for those to be temporarily rehoused for example:
having no accommodation at all
having accommodation that is not reasonable to live in, even in the short-term (eg because of violence or health reasons)
Those who are unintentionally homeless.

With reference to your request under the freedom of information
legislation, please find below the response from Lichfield District
Council.

 

Questions 1-9 (Older people) – residential care homes and assisted living
are the responsibility of Staffordshire County Council, so these questions
are not applicable to Lichfield District Council

 

Questions 1-9 (Adults with disabilities) – Services for adults with
learning disabilities are again the responsibility of the County Council
and not applicable to Lichfield District Council.

 

Questions 1-4 (Homeless)

 

It is not clear whether you are referring to temporary accommodation,
permanent accommodation or both. I have therefore tried to include both
forms in my responses.

 

1.       In terms of temporary accommodation, there is self-contained
accommodation within the district, which is owned and managed by a housing
association which we use as a priority, but if that is full, we also use
B&B accommodation, which can be within or outside the district depending
on availability and price.  

For permanent accommodation, applicants are housed predominantly within
the district.

In both instances, the homelessness legislation states that any offer has
to be suitable and applicants have a right of appeal    

 

2.       We have found it difficult to engage with the private sector, as
there is a healthy market of tenants who do not rely on housing benefit
and these are preferred by landlords. Consequently, I would say that
provision of this type of accommodation for our clients is inadequate.
There is a reasonable supply of social housing (although there is never
enough) but as we are no longer a stock owning authority, we rely on close
working arrangements with housing associations to assist our clients in
accessing social housing via the housing register.

Our temporary accommodation is mostly adequate but the identification of
B&B can sometimes be difficult if the client has complex needs.  

 

3.       For temporary accommodation, about one third of applicants spend
a short period in privately owned B&B but mostly for a few days only.

Due to the difficulties in obtaining private rented accommodation, the
overwhelming majority of accepted statutory homeless applicants are housed
in social housing provided by housing associations.

 

4.       The Council does not hold any permanent or temporary housing
stock, so there are no placements in the council’s own provisions.

I would advise you that the provision of residential care is not a function of Lichfield District Council. This duty falls within the remit of Staffordshire County Council and consequently the information you have requested is not held by Lichfield District Council.
