What we mean by residential care home, assisted living, or supported living is the following:
Residential Care Home
Assisted Living - 24 hour supported living (small group living together with 24 hour
support)
Supported Living - Individuals living individually but in a block of apartments, where
there is support available within the block either 24 hours a day, or
during the day (but not overnight)

HOMELESS

1. Would it be right to say that it is the council’s preference to place homeless within the borough?

2. Would it be right to say that the existing provisions are adequate for the needs of the homeless within the borough?

3. In respect of the homeless, how many of the placements are within private provisions?

4. In respect of the homeless, how many of the placements are within the council’s own provisions?

We would require the most up to date statistics of homelessness in your area that fits your criteria for those to be temporarily rehoused for example:
having no accommodation at all
having accommodation that is not reasonable to live in, even in the short-term (eg because of violence or health reasons)
Those who are unintentionally homeless.

We do not record extra care as a service so can not provide the data. 
Within North Yorkshire there are currently 22 extra care schemes which
provide 1111 units of accommodation.  These schemes have been developed in
conjunction with providers and meet our strategic requirements. 

 

3.      How many older people need supported living within the Local
Authority?

65 this includes all OP known to the Local Authority

 

4.      What percentage of those living in elderly residential care
homes/assisted living/supported living do you place within the Local
Authority area?

88.9%

There is a shortage of residential and nursing care for people with
dementia. There is a programme of development for extra care schemes
which, when complete, will offer an increased number of units.

Following completion of an assessment by the Care and Support Team, the
key worker will work with Brokerage taking into account the views of the
person and family/carer to identify an appropriate provider and support
package (This may be residential, supported Living, shared lives,
community support or day provision as required).  Usually existing
vacancies are explored and matching undertaken as appropriate.  Where no
suitable provision is identified, the brokerage team and key worker would
work with locality based providers to source a new and appropriate service
for the person.

 

2. Do you operate an approved provider’s list of private residential care
providers?

Yes

 

3. If so, how many providers are currently on this list?

426 Care Homes

 

4. Is the list closed, and if yes for how long?

NYCC’s Approved Provider List for Care Homes and Care Homes with Nursing
is open

 

5. Do you operate competitive tendering when introducing new organisations
in the council’s procurement?

The Approved Provider List, and any other tender opportunities with North
Yorkshire County Council (NYCC), are published on the Yortender portal

6. How can a private residential care home provider approach the council
when wishing to introduce their service?

Existing providers in county can contact their local Quality & Monitoring
Officer or Commissioning Manager, any new or out of county services can
contact the Customer Services Centre ([2][email address])

commissioning?                                                                                                                                                      

Once a provider is accepted on to our Approved Provider List, referrals
would be made via our Brokerage Teams

individual packages, these would also be dealt with Brokerage, however
inflationary increases are dealt with via the Quality & Monitoring Team
([6][email address]).  Brokerage
commission packages from existing providers, however if a provider was
looking to work with NYCC and wanted to discuss commissioning this would
be dealt with by the Commissioning Team

8. Once a service is established how is this service promoted in the
council?

The Approved Provider List is accessible by Brokerage staff who are
responsible for looking for placements

Only if the service is intended to be for a specific period of time.

Rates would be dealt with on a case by case basis.  The amount of notice a
provider would be given would depend on the circumstances of the
individual needing to be placed.

 

19. Is there more of a need for more short-term placements or long-term
placements for adults with learning disabilities?

 

The Council currently purchases both short term and permanent placements
for adults with learning disabilities.  There is variable capacity for
both of these services around the county.  We hold information around the
numbers currently placed together with the type of service, but this is
not currently recorded in terms of need for short term and long term
placements.  The Council is currently collating data related to Learning
disabilities, with a view to creating a locality based needs assessment. 
It is anticipated that this shall be completed by the end of this calendar
year and as soon as this is available it shall be shared publicly.

The teams which work to refer people into services are the Health and
Adult Services Care and Support Teams together with the Brokerage Teams
and Commissioning.  Additional referrals may be made by the Preparing for
Adulthood (transitions) teams, but this should also be linked into Care
and Support and Brokerage. 

 

26. How long do adults with learning disabilities stay in emergency short
stay placements on average?

 

We do not record in an easily extractable format if a placement was made
in an emergency

 

I can confirm that we do hold this information but unfortunately it is not
in an easily retrievable format nor is there an automated mechanism that
would allow us to easily collate the requested data.  In 2016/17 there
were 1968 services and to answer this question each one would need
individually checking to confirm if the placement was made in an
emergency.

 

The large amount of work involved would bring the cost of answering the
request over the amount to which we are legally required to respond, ie
the cost of locating and retrieving the information exceeds the
'appropriate limit' as stated in the Freedom Of Information (Fees and
Appropriate Limit) Regulations 2004.  I enclose a copy of our charging
regime, and our appeals process.
