Before we can begin to process your Freedom of Information Request, we
would like to clarify what information you require.
 
Thank you for your request. 
 
We have asked colleagues in Adult Social Care Service for the information,
but they have asked that you clarify what you mean by:
 
Question 1 – regarding the percentages of people kept.  Are you asking for
the proportion of people that receive council funding in each of the
Sheffield residential homes or are you asking how many council funded
residents reside in the Sheffield area.
 
Question 2 – we’re not familiar with the term ‘learning disabilities
living homes.  We have two types of home: residential/ nursing homes and
support living units.  Is the latter you asking about.  Also, as mentioned
above and the percentages are you asking for the proportion of people that
receive council funding in each of the residential / nursing home or the
support living units or are you asking how many council funded residents
reside in the Sheffield area.
 
The Freedom of Information act states that we must respond to a Freedom of
Information request within 20 working days, however, the 20 working days
do not include any time spent clarifying a request.  Therefore, once we
have received your clarification, we can continue processing your request
within this time frame.

79 nursing and residential homes for older people
 
2.How many adults with learning disabilities assisted living homes are 
there within the Local Authority?
24 care/nursing homes and 35 supported living schemes where the LA places
 
3. How many adults are homeless within the Local Authority?
Our homelessness figures are published [1]here, along with all the
national statistics.  These are updated on a quarterly basis.
 
What percentage of adults are homeless rehoused in supported housing until
they are rehoused in the Local Authority?
We use temporary accommodation (TA) to accommodate some households while
we assess their homeless application and work to rehouse them if we’ve
decided we owe a full duty. Supported housing in the city is accessed
through our supported accommodation pathway, and would result in a six
month tenancy with an associated support plan. If someone was in supported
housing they would not need to progress a homeless application.

For registered residential or nursing care home provision for adults with
a learning disability in Sheffield there is currently no Framework /
Preferred Provider list of care  homes. Nearly all our provision is spot
purchased using individually negotiated contracts based on the needs of
the individual. This is carried out by the Social Worker, not
Commissioners.
For Supported Living residential care provision we have a Framework – the
current Framework started last month
 
2. Do you operate an approved provider’s list of private residential care
providers?  - No
 
3. If so, how many providers are currently on this list? N/A
 
4. Is the list closed, and if yes for how long?  N/A
 
5. Do you operate competitive tendering when introducing new organisations
in the council’s procurement?  Yes
 
6. How can a private residential care home provider approach the council
when wishing to introduce their service?  By contacting Commissioning
 
7. Who should be approached within the council to discuss referrals,
rates, and commissioning?  As in 6 above – though referrals will also
involve social work teams
 
8. Once a service is established how is this service promoted in the

placed from their home? The average distance is not calculated, but we can
confirm that 83 placements are “Out of City” of which 11 are beyond
neighbouring counties to South Yorkshire

long-term residential placements for adults with learning disabilities?

private care homes

do but not exclusively

within the council?  Care homes are contacted in response to an
individual’s assessment and whether their registration matches the needs
of an individual. We regularly contact care homes for details of current
vacancies. Responsibility for permitting and updating us on the service
sits with the care home.
 
24 What are the areas that local authorities feel need more service
provision in?  Supported living
 
25. What other services in the council refer adults with learning
disabilities to homes? Children’s
 
26. How long do adults with learning disabilities stay in emergency short
stay placements on average? Varies from 2 weeks to several months
depending on the complexity of the situation
