Dear Thanet District Council,

Since the Council have publicly stated that the tendering process for the study into the viability of Manston Airport was carried out in accordance with the Council's procurement procedures, and have published these procedures on their website, it is not unreasonable that they intend this process to be transparent. Indeed subsection 10.1.3 of the Officers Employment Procedure Rules requires openness and transparency as part of the tendering process. With this in mind, I would be grateful for answers to the following questions.

1. Please identify the Procurement Officer for this project.
2. Which firms tendered?
3. Who was present at the tender opening meeting described in Appendix 1 of the TDC Officer Employment Procedure Rules?
4. Which, if any, of the firms were interviewed?
5. If any of the firms were interviewed, who from TDC was present at each interview?
6. If there were no interviews, which officers and which Members were part of the decision making process and who made the final decision on Avia Solutions?
7. Up to the time that the contract was awarded, were any of those officers and Members involved in the decision making process aware of Mr Edi Truell's potential presence within the Avia Solutions' team?
8. How many meetings were held between officers and members relating to Budget approval for this project?
9. Who was present at these Budget meetings?
10. Please confirm that minutes or contemporaneous notes were taken at all meetings relating to this tendering process, including any budget meetings held before the process started.
11. Please supply copies of such minutes or contemporaneous notes.

Dear Mr McCulloch
Thank you for your communication received on 24/08/2016 where you
requested information about The Viability Study of Manston Airport.
The procuring Officer was the Strategic Planning Manager.
Invitations for quotations were sent to five companies known to be working
in this field.  Two quotations were received, from Avia Solutions and RDC
Aviation Economics. Both companies were interviewed.  Present at the
interviews were the Chief Executive; the Head of Built Environment and the
Strategic Planning Manager.  The appointment was made by the Strategic
Planning Manager, in conjunction with the Chief Executive and the Head of
Built Environment.
This procurement was undertaken in accordance with the Council’s Contract
Standing Orders. Since this procurement was by quotations rather than
tenders, there was no tender opening meeting.
In relation to your Q7, I can confirm that Mr Edi Truell was not part of
the Avia Solutions team.
No meetings were held between officers and members relating to Budget
approval for this project. The Study was funded from the existing Local
Plan preparation budget.
In relation to your Q10 and Q11, there was a quotations process, not a
tendering process and there are no minutes/notes of meetings. 
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
