As part of the Government Green paper (Support and Aspiration) the government has outlined a new approach to special educational needs and disability. As part of this initiative the government requires all local authorities in England to set out a Local Offer.

The purpose of the Local Offer is to enable parents and young people to see more clearly what services are available to them in their area and how to access them.

Halton Borough Council:

 

Question 1:

 

Halton is currently working on its formal and systematic response to the
requirements outlined within the Children & Families Bill S. 3 2013 and
the associated draft Code of Practice. There is a Task & Finish Group
dedicated to the development of best practice and the best way of creating
a revised Local Offer, which is scheduled to start from September 2014.

There will be access to a new website, via that of the Council. These are
currently in development.

 

This response has to be read in the light of Government feedback to the
Consultation (which concluded on 9 Dec 2013) and also the Parliamentary
responses through the House of Lords. Both of the latter will undoubtedly
make further amendments and recommendations for Local Authorities to
follow.

 

The current offer would be contained in a number of sources: we offer a

Specific SEN assistance and further information can be accessed via

and inclusion information from the local authority and its schools and
