Dear Wolverhampton City Council,

As part of the Government Green paper (Support and Aspiration) The government has outlined a new approach to special educational needs and disability. As part of this initiative the government requires all local authorities in England to set out a Local Offer.

The purpose of the Local Offer is to enable parents and young people to see more clearly what services are available to them in their area and how to access them.

Please provide answers to the following questions

1. What is your local authority currently offering for online advice and guidance for Local Offer?

2. What is the name of the person who is leading on the Local Offer within your Local Authority?

Yours faithfully,

Cadogan Dilwyn

Moira Warren, Wolverhampton City Council

Dear Mr Dilwyn

Re:   Freedom of Information Act 2000 – Request for Information

Your request for information has now been considered and I can provide the
following response to your query:

1.     What is your local authority currently offering for online advice
and guidance for Local Offer?

The implementation date for the Local Offer is currently
under consideration by the Government, consultation on this date closed on
9th December 2013.  Wolverhampton is getting ready for
the earliest implementation date which is September 2014.  At this point
the Local Offer will be published and available online.  The Local Offer
Partnership Board has been established to oversee the development
and implementation of the Local Offer.  It is made up of key stakeholders
which, of course includes parents and young people.  Advisory Boards are
also established for parents and young people to ensure the Local Offer
for Wolverhampton is co-produced and steered by families so that it meets
local need, is accessible and transparent.

2.      What is the name of the person who is leading on the Local
Offer within your Local Authority?

Lucy Harris has been appointed as Local Offer Project
Manager, her permanent role is that of Parent Partnership Co-ordinator for
Wolverhampton.  There are clear governance arrangements in place so that
work on the Local Offer, in addition to other work streams related to the
reform, are embedded strategically across the city.  Kathy Roper (Joint
Commissioning Team Manager) is overseeing the implementation of the Local
Offer in Wolverhampton.

I hope this provides the information that you require.  If not, please
contact me again.
