As part of this initiative the government requires all local authorities in England to set out a Local Offer. The purpose of the Local Offer is to enable parents and young people to see more clearly what services are available to them in their area and how to access them.

1.What is your local authority currently offering for online advice and guidance for Local Offer?

The Children and Families Bill, due to come into effect in Sept 2014, places a duty on local authorities to publish a Local Offer. As a pathfinder, Wiltshire is looking to develop and publish the local offer before this date. The Local Offer is currently under development and this is being developed by parents/carers, young people and key stakeholders (such as early years settings, schools, colleges, health partners, social care partners etc) across the 0-25yr age range. The Local offer will describe what support families can access and how to access support across all levels of need- so support that any family can access, targeted support that some families can access and higher level specialist support , who can access it and how. It will also describe any criteria, processes, pathways and how to appeal and raise concerns. It will also include details about activities/clubs/childminders/youth clubs/leisure centres etc that families may choose to access.

In the interim Wiltshire has information about support for families available through the parent partnership service (ASK) and a Special Educational Needs and Disability information service (SENDIS) through the Wiltshire Parent Carer Council. Both organisations offer a dedicated phone line parents/carers can call to access support/information and guidance. There is also information on the Wiltshire Council website about current support available and this is being improved as an interim. All of this information will inform the Local Offer.

2.What is the name of the person who is leading on the Local Offer within your Local Authority?

This is temporarily being led by Layla Bridger, Project manager, but a process is underway to recruit a Local Offer Co-ordinator who will be responsible for the Local Offer development and review.

Wiltshire Council has not withheld any information in relation to this request under the exemptions of the Freedom of Information Act 2000.
