Local Authority not accepting complaint

Dear The Local Government and Social Care Ombudsman,

Please provide information such as any policy or guidance issued available or internally issued to investigators in relation to when a Local Authority can refuse to accept a complaint regarding their Children's Social Care Department and handling of a child's case because the complaint is on the same subject and "too similar to another complaint" made by another person whom is regarded as having sufficient interest in the child to be able to make a complaint and has previously had their complaints accepted.

Such as a mother & grandmother.
