,Dear Vale of Glamorgan Council,
Can you please answer the following questions with regards to this Freedom of Information Request?
1, How much money has the Council spent on Legal Fees payed for the whole Family Court case involving Elsie Scully-Hicks, please disclose financial statistics from the start of the care proceedings to the granting of the Adoption order to the Adopters Scully-Hicks?
2,. Can you please clarify if the Social Workers that assessed the prospective adopters are still working for the Council?
3, Have the Social Workers that have been working for the whole of the Elsie Scully-Hicks faced any penalties or disciplinary actions for the failure to protection Elsie adequately resulting in her death?
4, Could you please clarify if any Members of Elsie birth family have used the LA complaints procedure and if so what level did the complaint get to? with regards to this case and the failings?
5, Can you please clarify if any disciplinary action has taken place with regards to who was the Director of Children's Services in the area at the time of the gross Local Authority failings?

Dear Ms Stevens,

 

We refer to your request for information referenced above.  

 

We note that your request asks for specific detail and information in
relation to a recent case and also asks for information in relation to
third party’s.    

 

The matter to which you refer, is currently being considered by the
Regional Safeguarding Children Board, as the relevant statutory body. It
has commissioned an independent Child Practice Review. This is a
multi-agency process and the review itself, once concluded, will be widely
available. We will obviously take the findings of the Child Practice
Review extremely seriously. Until the conclusion of that independent
review, and in order to ensure integrity of that review process, it would
be inappropriate for this Council to respond further.

 

Equally, much of the information requested relates to individuals and we
would be unable to release this information as it would be regarded as
personal to the individuals and accordingly protected under the statutory
regime.    

 

Whilst the Council seeks to be as open as possible, the legislation does
make provision for such circumstances and the relevant sections are 31 and
40 of the Freedom of Information Act 2000.  

 

We trust this clarifies the Council’s position however if you are
dissatisfied with this response you may have same reviewed by writing to
the Council’s Monitoring Officer, Head of Legal Services, at The Vale of
Glamorgan Council,  Civic offices, Holton Road, Barry, CF63 4RU.
