Llety i fyfyrwyr Cymraeg / Welsh-speaking student accommodation

The request was successful.

Annwyl Brifysgol Aberystwyth / Dear Aberystwyth University,

--------------

Dwi'n nodi bod rhan o'ch llety i fyfyrwyr yn neilltuedig ar gyfer siaradwyr Cymraeg sydd am fyw gyda'i gilydd. All gofyn am ystafell mewn fflat Cymraeg yn newid siawns y bydd myfyriwr yn llwyddianus mewn derbyn llety'r brifysgol, neu ydych chi'n sicrhau bod pawb â'r un siawns o gael llety boed nhw'n gofyn i fyw gyda siaradwyr Gymraeg neu beidio? Rhowch ddigon o fanylion am y proses dyrannu er mwyn dangos yn glir sut mae'n gweithredu ynglyn â'r pwynt hwn.

Nodwch bydd copi o'ch ymateb yn cael ei gyhoeddi'n awtomatig ar y wefan whatdotheyknow.com. Fy mwriad yw bydd y gwybodaeth yn ymddangos yno yn ddwyieithog. Dwi'n gofyn am ymateb yn Gymraeg, sydd yn eich unig ddyletswydd gyfreithiol felly, ond os ymatebwch yn unieithog Gymraeg, ychwanegaf gyfieithad Saesneg fy hun. Os ydych am gael rheolaeth dros destun y fersiwn Saesneg a gyhoeddir, ymatebwch yn ddwyieithog os gwelwch yn dda.

-------------

I note that part of your student accommodation is reserved for Welsh speakers wishing to live together. Could asking for a room in a Welsh-speaking flat alter the chance of a student being successful in obtaining university accommodation, or do you ensure that everybody gets the same chance of getting accommodation regardless of whether or not they ask to live with Welsh speakers? Please provide enough detail about the allocation process to show clearly how it works regarding this point.

Please note that a copy of your answer will be published automatically on the website of whatdotheyknow.com. My intention is that the information will appear there bilingually. I am requesting a response in Welsh, which is therefore your only legal duty, but if you reply in monolingual Welsh then I will add an English translation myself. If you want control over the text of the English version that is published, please reply bilingually.

Annwyl Perry Icso,

Ysgrifennaf i ymateb i’ch cais diweddar am wybodaeth o dan y Ddeddf
Rhyddid Gwybodaeth (‘y Ddeddf’).

Pan fydd yr ymgeiswyr yn gwneud eu cais am lety, maent yn blaenoriaethu'r
neuaddau (e.e. 1 yw eu dewis cyntaf, 2 yw eu hail dewis, ac yn y blaen).
Pan fydd ymgeiswyr yn gwneud cais llwyddiannus am lety maent yn cael eu
blaenoriaethu'n awtomatig, yn unol â'n polisi blaenoriaethu, ar restr
electronig a gedwir ar AStRA (ein sustem Cofnodion Myfyrwyr). Pan fydd yr
ymgeiswyr wedyn yn cael eu cynnig llety yn electronig, mae'r cais yn cael
ei brosesu gan ein sustem ar-lein awtomatig ar sail trefn y cais. Mae'r
sustem yn edrych i weld a oes ystafell yn y neuadd a roddwyd yn ddewis
cyntaf ac, os nad oes, fe aiff ymlaen felly drwy'r dewisiadau nes dod o
hyd i le.

Os oes gennym leoedd yn ein llety Cymraeg mae'n bosib y byddwn yn gwneud
cynnig, heb fynd drwy'r sustem awtomatig, ar sail iaith yr ymgeisydd.
Felly os oes myfyrwyr sydd â blaenoriaeth uwch na siaradwr Cymraeg, ac os
oes gennym leoedd ar gael yn ein llety Cymraeg, y siaradwr Cymraeg fydd yn
cael cynnig lle yn y llety hwnnw cyn y myfyrwyr sydd â blaenoriaeth uwch.
Gwneir hynny gan mai myfyrwyr Cymraeg yn unig sy'n gallu cael eu dyrannu
i'r math hwnnw o lety, ac er mwyn sicrhau nad yw myfyrwyr di-Gymraeg yn
teimlo'n anghyfforddus drwy gael eu rhoi i fyw mewn amgylchedd o'r fath.

Dear Perry Icso,

Applicants apply for accommodation and prioritise the residences (e.g. 1
being their first choice residence, 2 being their second choice residence,
etc.). When applicants successfully apply for accommodation they are
automatically prioritised, in accordance with our priorities policy, onto
an electronic listing held on AStRA (our Student Records System). When
applicants are then subsequently sent electronic offers of accommodation
their application is processed using our automated online system based on
their ordering. The system checks to see if there is a room in the
applicant’s first selected residence, and so on, until a space is found.

If we have spaces in our Welsh-medium residence we may manually offer
based on the applicant’s language. Therefore if there are students
prioritised above a Welsh speaker and we have spaces in our Welsh-medium
residence then the Welsh speaker will be offered accommodation ahead of
the students prioritised above. This is due to only being able to allocate
Welsh speaking students to this type of residence and ensuring that
non-Welsh speaking students would not feel uncomfortable living in this
type of environment.

Please see the following link for our Priorities Policy:

Yours sincerely,

Julie Archer

Dear Info Compliance [infstaff],

Diolch am eich ateb (a diolch am ymateb yn ddwyieithog, sy'n osgoi'r rhaid i mi ei gyfiethu ar gyfer y wefan) ond mae un peth yn aneglur. Ysgrifennoch:

"Felly os oes myfyrwyr sydd â blaenoriaeth uwch na siaradwr Cymraeg, ac os oes gennym leoedd ar gael yn ein llety Cymraeg, y siaradwr Cymraeg fydd yn cael cynnig lle yn y llety hwnnw cyn y myfyrwyr sydd â blaenoriaeth uwch."

Allech chi egluro os fyddwch chi'n cynnig y lle i'r siaradwr Cymraeg cyn y myfyrwyr sydd â blaenoriaeth uwch hyd yn oed os hwn yw'r unig llety sydd ar gael ar y pryd (a allai olygu bod y siaradwr Cymraeg yn cael cyfle uwch o gael llety na'r lleill), neu dim ond yn y sefyllfa lle mae hefyd digon o lety arall i sicrhau bod pob person sydd â blaenoriaeth uwch na'r siaradwr Cymraeg yn gael llety hefyd?

Nodwch nad cais am wybodaeth newydd yw hwn, eithr cais am eglurhad sydd angen er mwyn deall eich ymateb i fy nghwestiwn gwreiddiol. Ni fyddai gorfod disgwyl mis pellach yn dderbyniol felly.

-----------------

Thank you for your response (and thanks for replying bilingually, which avoids the need for me to translate it for the website) but one thing is unclear. You write:

"Therefore if there are students prioritised above a Welsh speaker and we have spaces in our Welsh-medium residence then the Welsh speaker will be offered accommodation ahead of the students prioritised above."

Could you clarify if you would offer the place to the Welsh speaker before the higher-priority students even if this is the only accommodation available at the time (which could mean that the Welsh speaker gets a higher chance of getting accommodation than the others), or only in the situation where there is also enough other accommodation to ensure that everybody prioritised higher than the Welsh speaker also gets accommodation?

Please note that this is not an request for new information, but a request for an explanation necessary to understand your answer to my original question. So it wouldn't be acceptable to have to wait another month.

Yn gywir / Yours sincerely,
Perry Icso

Annwyl Perry,

Diolch am eich ymholiad. I egluro, mae’n rhaid bod digon o lety amgen
addas ar gael y gellir ei gynnig i’r myfyriwr sydd â blaenoriaeth uwch cyn
bod modd cynnig y lle yn y Llety Cyfrwng Cymraeg i’r myfyriwr Cyfrwng
Cymraeg.

Diolch yn fawr

Dear Perry,

Thank you for your query.  To clarify, there must be enough suitable
alternative accommodation which can be offered to the higher priority
student for the Welsh Medium student to be offered the place in the Welsh
Medium residence.

Many thanks

Dear Info Compliance [infstaff],

Diolch am yr eglurhad, a diolch eto am eich bod wedi cadw popeth yn ddwyieithog er mwyn y wefan.

Thanks for the explanation, and thanks again for keeping everything bilingual for sake of the website.
